Purpose of the Position

Under the overall direction of the Senior Adviser Health (Child Survival in Emergencies), you will provide program support in strengthening UNICEF’s response to health emergencies with a strong focus on maternal, child and especially newborn health (MNCH), in accordance with the CCCs for emergencies.

Key Expected Results
1. Technical/Policy Work

You will prepare technical summaries of emergency MNCH issues, for dissemination to COs and ROs. Contribute to policy and strategy development in relation to MNCH in emergencies, with a focus on fragile states. Support the Senior Adviser Health (Child Survival in Emergencies) in determining gaps in staff capacity to deal effectively in emergencies and support the development of appropriate capacity building strategies at various levels, including development of training materials. Liaise with DHR and Senior Health Advisors in the Health Section to identify internal and external health candidates to fill field and HQ staffing and consultancy needs and anticipate recruitment needs and manage the roster of health professionals and the global web roster along with DHR. Contribute to operational research related to health in emergencies and fragile states. Liaise with SD to address global emergency supply preparedness and emerging issues and also supply issues raised by the field. Support the Senior Advisor (GVA based) in focal point responsibilities of maternal, neonatal and reproductive health in emergencies.

2. Regional/Country Support
You will provide remote & onsite field support as required in support to ROs and COs to enhance UNICEF’s response in acute and particularly complex emergency countries. Prepare and review project proposals for emergency assistance, including CAPs, and other related documentation, as necessary. As the focal point for health human resources in emergencies, coordinate with DHR to identify internal and external health candidates to be deployed to emergencies. As focal point for health supplies in emergencies, liaise with Supply Division to ensure timely placement, approval and shipment of emergency supplies.

3. Documentation, Monitoring & Evaluation
You will support the MNCH in Emergencies Team in monitoring and evaluating programme implementation activities by compiling data from countries and regions, and prepare relevant reports. Support the documentation of lessons learned regarding implementation of MNCH interventions in acute and complex emergency contexts and prepares reports. Contribute to operational research and technical data analysis. Support the MNCH in Emergencies Team in response to acute emergencies by collecting background data and information from internal and external sources, preparing relevant briefing notes, etc. Participate in the preparation of all programme/project status reports required for management, Board, donors, budget review, programme analysis, annual reports, etc. Track the emergency health teams and the broader MN unit’s progress against the annual workplan and track budget status and expenses.

4. Representation/Partnerships
You will represent the emergency health team in external and internal fora to enhance coordination among partner agencies and within the various sectors and divisions within UNICEF (HATIS, EMOPS, cross-cutting issues, WASH Cluster, Nutrition Cluster). Actively participate in the Global Health Cluster and its working groups in support of accomplishing the GHC annual workplan.

Qualifications of Successful Candidate
Advanced university degree in health, or related technical field.
Five years of progressively responsible professional work experience at the national and international levels in programme management, monitoring and evaluation, in a related field.
Fluency in English and another UN language.
