Position: Design and Development Officer-Integrated Food and Nutrition

As a Design and Development Officer (DDO) for the Integrated Food and Nutrition (IFN) team, you’ll contribute to Resource Development and Management’s (RDM) overall resource targets by leading a team of individuals and technical advisors in innovative proposal design and development of sector and multi-sector grants from US government agencies, selected foundations, and select individual donors for individual grants with values greater than $250,000. Build the capacity of WV National and Regional offices to acquire public and private grants, by increasing local capacity to develop proposals, log frames and outcome measurement as to work effectively in consortia. Lead and participate in consortia to develop and deliver innovative and integrated programming to institutional donors that improve child well-being. Communicate World Vision’s Christian ethos and demonstrate a quality of spiritual life that is an example to others.
Key Responsibilities:
1. Pre-proposal:
Serve as primary point of contact for managing and securing large grants for the US Government, institutional donors and mega-individual donors. Facilitate the acquisition process for assigned proposals. Activities include but are not limited to the following:
Represent WVUS and present concepts to appropriate USG officials and foundation donors
Gather intelligence for individual sector opportunities; a) develop key understanding of sector strategies by donor, b) follow up on specific sectoral procurement opportunities.
Assess level of risks associated with opportunity and ensure sufficient alignment with all relevant WV strategies at the National Office, Regional Office and Global Centre levels and use information to make recommendations whether or not to pursue specific opportunities.
Engage and pre-position WV-US with NGOs and universities colleagues to develop consortia
Work with CPM to ensure that National Office connect with decision-makers in local US Embassies and missions.
As requested, help build the capacity of National Offices to engage US Embassies and missions
Assess the sector capacity of National Offices/Regional Offices/partners/WVUS.
2. Proposal development:
Oversee the proposal development process ensuring timely submission, managing all components of the process and, including but not limited to the following:
Serve as proposal manager as assigned or support designated proposal manager, ensuring support/engagement of technical sector specialists, management POs, PIC CPM, management program officer, contracting/legal personnel, and FAS finance officer, as needed.
Lead WV’s component of joint design with partners; (P3) and other leverage options.
When necessary, lead WV’s efforts in forming consortia
Negotiate WV’s role with partners
Help develop various components of the proposal including, log frame and outcome indicators
Support recruitment process to ensure identification and inclusion of qualified key personnel.
Strategize with Program Effectiveness and Integration’s Country Program Manager (PEI CPM) and national office on ways to integrate area development programs (ADP) and private non-sponsorship (PNSF) funded projects with proposal.
Facilitate lessons learned after proposal development process; share key lessons with other acquisition program officers and Resource Development and Integration (RDI) members.
3. Post-submission:
Follow up with donor(s) and partner(s) as necessary. For awarded grants, ensure complete, smooth transition to management program officer, which includes actively supporting grant start up process. If proposal is denied, ensure debrief from donor and disseminate lessons learned to all relevant parties.
Conduct appropriate and useful field visits to assist the office, ensuring communication and coordination with the Country Program Manager.
Perform other duties as assigned.
Work collaboratively with team members when assigned to work as part of a team.
Attend and participate in the leadership of daily devotions and weekly Chapel services.
Minimum Education/Experience:
* Bachelor’s degree or equivalent required.
* Minimum of 3-6 years experience in international relief and development in various geographical areas, or extensive experience in one.
* Direct experience acquiring and/or managing grants from US Government agencies, institutional foundations or major individuals preferred.
* Proven experience leading successful proposal development processes.
* Prior experience working with Title II Food Aid and knowledge of either nutrition and/or market led agricultural development would be ideal
* Demonstrated strong writing and editing skills.
* Strong skills with Microsoft Office Suite.
* Knowledge of MS Access and Lotus Notes a plus.
