Working in emerging democracies and post-conflict regions around the world, Women’s Campaign International advances opportunities for women to actively participate in public advocacy, market and political processes. In providing the requisite skills, knowledge and culturally-sensitive support, we develop leaders who transform the lives of everyone they serve.

In 2008, WCI began a program in Liberia to increase the capacity of women leaders and activists involved in sustaining peace in Liberia. In 2010, WCI was awarded a public-private partnership grant to expand the reach of rural women leaders in Liberia’s post-conflict development.

WCI is seeking an experienced Program Officer to provide support for development and implementation of programs in Liberia and also expanding our programs to empowerment of women in other developing nations.

OVERALL RESPONSIBILITIES:
Reporting to the Executive Director, the Program Officer will assist in designing, implementing, monitoring and evaluating all aspects of the program in accordance with WCI’s core values and grant requirements.

KEY AREAS OF RESPONSIBILITY
- Liaise with field-based staff, donor agencies, and implementing partner organizations to ensure quality and effective implementation of the projects
- Provide general technical support and backstopping for the functioning of the projects
- Coordinate research and assist in the design and development of program implementation
- Design, develop and implement program evaluation and monitoring criteria
- Manage program data collection, processing and analysis
- Assist in development and fundraising for donor matching funds
- Recruit, train and supervise interns, program assistants and overseas trainers as required; assist in the recruiting process of consultants
- Make periodic monitoring and supervisory visits to program sites and provide updates on a regular basis
- Ensure accuracy and timely submission of program reports for internal and external purposes, ensure program reporting compliance with grant making and oversight agencies
- Maintain and archive program and project documentation
- Draft program reports and other dissemination materials as required, report on program progress on a regular basis
- Participate in proposal plans and proposal writing for the WCI programs as appropriate
- Other responsibilities as appropriate

QUALIFICATIONS
- Masters degree or Bachelors degree with a minimum of 3 years of relevant international experience
- Experience in conducting research and program development relating to empowerment of women in developing nations
- Familiarity with and interest in gender issues and international affairs
- Demonstrate qualitative and quantitative data analysis and report writing skills
- Proficiency with computer applications: Word, PowerPoint, Excel, Outlook, internet publishing software
- Excellent interpersonal skills, ability to work as a member of a team and to support organizational development projects
- Proven ability to work independently, multi-task and complete assignments within tight deadlines
- Excellent written, oral communication and presentation skills
- Overseas travel may be required
- Training experience an advantage
- Field experience in Liberia as well as experience in working with USAID programs an advantage
- Overseas living experience and proficiency in foreign languages an advantage
