Position: IPSAS (International Public Sector Accounting Standards) Project Specialist

The post of IPSAS Project Specialist is located in Headquarters within the Finance Branch of the Division for Management Services (DMS). Under the overall guidance of DMS Director and direct guidance and supervision of the IPSAS Project Manager, the IPSAS Project Specialist will matrix with staff within the Finance Branch on review of IPSAS related policies and issues and staff within MIS on development and implementation of changes to Atlas.

The Finance Branch (FIN) is responsible for global finance, including budgets, accounting and treasury services as well as initiating improvement efforts in areas of financial operations. The Branch plays a key role in the distribution of financial resources and the monitoring of expenditures and services as custodian of financial resources of the Fund

The IPSAS is the adoption of international public sector accounting standards and involves the analysis, development, testing and evaluation of new financial regulations and rules, processes, policies, manuals, procedural guidance, system changes, and staff training resulting from the movement from UNSAS to IPSAS.

DUTIES AND RESPONSIBILITIES:

* Conduct detail analysis of individual IPSAS standards to document the impact on UNFPA business processes, procedures, reports and Atlas functionality.
* Conduct the review, analysis, development and testing of modifications to Atlas and other ancillary systems in order to operate in compliance with IPSAS.
* With respect to financial statements and reports developed under UNSAS conduct the review and analysis of modifications to existing statements/reports or development of new statements/reports in order to comply with IPSAS.
* With respect to UNFPA’s financial internal review framework, review and analyze revisions, changes and modifications needed to be made in order to comply with IPSAS.
* Based on transitional provisions of standards to be adopted, develop a strategy for entering the opening balances in Atlas.
* Assist in the development of the detailed implementation work plan in conjunction with the Atlas partner-agencies on IPSAS standards to be adopted.
* Review finance-related business processes and make recommendations, where appropriate, to better align to Atlas.
* Provide guidance in terms of preparing UNFPA staff for IPSAS, the implications for business process and the changes to Atlas, including new/revised reports, preparing training materials and conducting learning sessions.
* Implement initiatives and activities as defined in the project’s communications plan.
* Create an environment for actively involving appropriate Finance Branch staff in the different phases of the IPSAS adoption project.
* Promote continuous improvement and harmonization of business processes.
* Act as Secretariat for the IPSAS Project Board.
* Advance measures for engagement of staff from other UNFPA divisions to participate in the IPSAS project on the review and resolution of operational issues, practices and procedures.

Perform other IPSAS related adoption activities as requested or assigned by management.

Qualifications and Experience:
* Advanced university degree in finance, accounting or related field.
* Qualified Certified Public or Chartered Accountant – preferred
* Seven years of progressively responsible experience, some of which should be in the area of financial systems implementation, preferably with PeopleSoft Financials and exposure in a UN setting.
* Excellent project management skills and strong familiarity with change management required.
* In-depth Knowledge of ERP’s (preferably PeopleSoft Financials) and experience with preparing specifications, testing, training, and developing procedures.
* In-depth knowledge and experience with business process re-engineering.
* Familiarity with UNFPA’s policies, programmes and procedures a plus.
* Familiarity with IPSAS or IAS or IFRS standards.
* Good writing, verbal and presentation skills.
* Fluent in English, knowledge of French or Spanish an asset.
