Background Inspira is the new Talent Management System at the United Nations covering hundreds of thousands of job applicants and over 40.000 staff in head quarters and field missions. The first phase of the project was launched in April 2010 with the recruitment module replacing the legacy system (Galaxy). During 2011-12 we plan to implement learning management, full performance management, reporting and position management. UNOPS has been requested to assist in the implementation of this activity.
Duties and Responsibilities
The Project Manager will be responsible for the implementation of project(s) within the Inspira (Talent Management) programme. The Inspira programme consists of multiple projects within defined business areas (e.g. recruiting, learning management) each owned by a business owner. The project manager reports directly to a business owner and reports indirectly to the overall Inspira programme coordinator. The project manager will be responsible for the following duties: Facilitates the definition of project scope and requirements together with business owners in liaison with the Inspira programme coordinator. Develops project plans in liaison with the Inspira Programme Coordinator including definition of project tasks, resource requirements, goals and deliverables.
Tracks and monitors project progress against plan, requirements, quality measures and standard processes. Reports on project status, including project progress, problems and solutions, to all stakeholders. Manages project resources and provides leadership and direction to project teams. Follows up continuously on task progress and quality of deliverables. Complies with Inspira project management standards in project planning and reporting. Implements and manages project changes and interventions to achieve project outputs. Evaluates project progress and works for continuous improvement in project delivery. Prepares inputs for and collaborates with the Inspira programme coordinator for the overall Inspira workplan. Manages all aspects of the project including requirements definition, development, user acceptance testing, training and deployment. Conducts administrative functions as required including writing job descriptions and general resource management The [incumbent/personnel] is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Planning and Organizing
– Ability to organize, plan and implement work assignments, manage competing demands and work under pressure of frequent and tight deadlines. Strong interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multi-cultural environment. Communication – Excellent communication (spoken and written) skills, including the ability to convey complex concepts both orally and in writing, in a clear concise style. Demonstrated ability to communicate effectively at all levels, especially in technical support functions, training activities and seminars/demonstrations to executive and senior staff. Client Orientation – Ability to identify and analyze clients’ needs and propose appropriate solution to meet business requirements.
Education/Experience/Language Advanced university degree (Master’s degree or equivalent) in Project Management, Business Administration, Information Systems, Information Management, Computer Science, or related field. A first level university degree with a combination of relevant academic qualifications and extensive experience in information systems or human resources may be accepted in lieu of an advance university degree; Minimum seven years of progressively responsible professional experience in IT systems project management. Experience in managing Enterprise projects is required. Experience in Human Capital/Talent Management systems is preferred. Experience in managing global teams preferred International or multi-cultural organization work experience preferred; Fluency in written and spoken English.
