Org. Setting and Reporting
This position is located in the United Nations Joint Staff Pension Fund (Financial Services Section). The incumbent reports to the Chief Executive Officer.
Under the general supervision of the Chief Executive Officer, the Chief of the Financial Services Section will be responsible for the following: Planning, directing, coordinating and supervising all financial, accounting and disbursement operations of the Pension Fund’s secretariat, and improving and facilitating the use of its related systems, including the supervision of the Accounts, Payments and Cashier Units. In addition, s/he advises senior management regarding the impact on financial systems and procedures of mandated or proposed changes in pension design and recommends appropriate action. Coordinates the preparation, certification and audit of the financial statements of the UNJSPF for legislative bodies. Ensure that the outputs produced by the Section maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensure that all outputs produced by the Section under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates. Carry out programmatic/administrative tasks necessary for the functioning of the Section. Recruit staff for Unit/Section taking due account geographical and gender balance and other institutional values. Manage, guide, develop and train staff under his/her supervision. Foster teamwork and communication among staff in the Section and across organizational boundaries. Represent the Fund at inter-agency meetings, seminars, etc. in respect of financial arrangements, systems and procedures which affect the operations of the Fund.
Expert knowledge in the area of finance; proven ability to produce reports and papers on technical issues; ability to review and edit the work of others. Extensive knowledge of financial and IPSAS/IAS accounting procedures required. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Advanced university degree (Master’s degree or equivalent) in finance, accounting or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Certification as a Certified Public Accountant (CPA), Chartered Accountant (CA) is desirable.
A minimum of ten years of progressively responsible professional experience in Accounting and/or Financial management. Experience in working with computerised financial systems is required.
Fluency in English (both oral and written) is required; knowledge French is desirable. Knowledge of another UN official language is an advantage.
Eligible candidates may be required to complete a written test and a competency-based interview.
An impeccable record for integrity and professional ethical standards is essential. The incumbent will be required to submit a financial disclosure statement upon annually and thereafter. Secretariat staff must fulfill the lateral move requirements to be eligible to apply for this vacancy.
