Background
The United Nations Development Programme (UNDP) is the UN’s global development network, an organization advocating for change and connecting countries to knowledge, experience, and resources to help people build a better life. With offices in 166 countries, UNDP works with national level partners to seek solutions to global and national development challenges.
UNDP is receiving an increasing number of national requests for assistance with understanding the implications of climate change on national development and preparing integrated strategies and plans to manage anticipated challenges and opportunities. In light of the increasing urgency of climate change responses in every programme country, UNDP’s Environment and Energy Group (EEG) is strengthening its climate change services to all countries, including Small Island Developing States (SIDS).
SIDS, especially through the Association of Small Island Developing States (AOSIS), are playing an increasingly active role in the UNFCCC negotiations process. The level of capacity and policy advice required to facilitate and coordinate this engagement is significant. AOSIS played a highly visible and influential role in 2010 and will continue to do so in 2011. Currently, UNDP provides support to SIDS at the national level through UNDP’s country offices and is working to enhance its services on policy and capacity development support for SIDS, particularly in the context of the UNFCCC negotiations.
Duties and Responsibilities
The Consultant will support UNDP’s capacity development and knowledge sharing services for SIDS on climate change, particularly in relation to the UNFCCC negotiations in 2011. The Consultant will be integrated in the community of practice of climate change experts already working at national, regional and global levels.
Tasks and Outputs:
Reporting directly to the Climate Policy Coordinator of EEG’s Climate Policy Team, the junior consultant will:
Research, monitor and summarise key issues facing SIDS in the UNFCCC climate negotiations, as well as associated press and other coverage.
Output:
Detailed summary reports and analysis on topics relating to SIDS in the UNFCCC negotiations process, particularly as they relate to poverty reduction and sustainable development. Develop one summary per UNFCCC session.
Provide analysis of the priorities and positions of SIDS in other climate change-related events and meetings, such as the Mauritius Strategy for the Implementation of Sustainable Development in SIDS, the Cartagena Group, and the Climate Vulnerable Forum.
Output:
Written reports of SIDS priorities and positions in climate change meetings and events as they occur.
Respond to requests from SIDS/AOSIS Bureau for analysis, research and knowledge sharing on topics including the UNFCCC negotiations, poverty reduction, sustainable development and other climate change-related events and meetings. Assist in the research and production of UNDP publications and website content related to climate change and SIDS.
Output:
Updated publication on UNDP, SIDS, and climate change and content for SIDS page on UNDP website.
Support the EEG Climate Change Team in responding to requests by Country Offices and Governments for information on the climate change negotiations and sustainable development, particularly requests from SIDS.
Output:
Updates of AOSIS and SIDS activities in relation to the climate change negotiations for UNDP Regional Service Centres and Country Offices.
Contractual Details:
The Consultant will be home-based and come to UNDP-HQ for meetings as necessary.
The Consultant will report to the Climate Change Coordinator of EEG’s Climate Policy Team.
Payment:
Payment will be made on a monthly basis, upon receipt of the deliverables described below. Other related tasks may be prescribed on an ad hoc basis, depending on arising needs.

* Detailed analysis on outcomes of UNFCCC negotiations in Bonn, particularly as they relate to SIDS and aspects of poverty reduction and sustainable development.
* Updated publication on UNDP support to SIDS on climate change and content for SIDS page on UNDP website.
31 July 2011
* An update of AOSIS and SIDS activities in relation to the climate change negotiations for UNDP Regional Service Centres and Country Offices, tailored for the sub-regions.
* Preparation of two case studies on SIDS countries.

* Detailed analysis of the outcomes of COP17 in Durban as they relate to SIDS, particularly with respect to poverty reduction and sustainable development.
* Preparation of training materials based on the COP17 analysis, to be disseminated to UNDP Country Offices.
15 Jan 2012
* Final report capturing all activities undertaken by UNDP in support for SIDS during 2011, using a results-based reporting framework.
Competencies
* Demonstrate excellent and effective written and oral communication skills;
* Ability to manage multiple tasks, set deadlines and plan work independently;
* Ability to work in a dynamic, multi-disciplinary, multinational environment;
* Set clear priorities routinely, and be able to meet key deadlines under pressure;
* Ability to synthesize and summarize complex information for use by SIDS
* Be a team player and support other UNDP colleagues in their work; and
* Display cultural, gender and political sensitivity in the workplace.
Required Skills and Experience
* At least 2 years of experience in the climate and development field;
* Masters degree in environment, development, or related field;
* Excellent knowledge of climate change negotiations, including the UNFCCC process;
* Excellent knowledge of issues important to SIDS in the UNFCCC process and experience working with SIDS within the UNFCCC negotiations (preferred);
* Familiarity with UNDP’s work with SIDS;
* Experience researching and writing detailed summaries and analyses of inter-governmental climate change discussions;
* Experience drafting UN publications, presentations, and other outreach products related to climate change and development; and
* Fluency in English required, other languages an asset.
