Position: Consultant to Develop Loan Management System

Background
The UN Capital Development Fund (UNCDF) was founded as an independent organization within the UN system in 1966, with a mission “to assist developing countries in the development of their economies by supplementing existing sources of capital assistance by means of grants and loans.
Despite the rapid growth of the microfinance industry in the past ten years, it is estimated that between two and three billion people still lack access to a broad range of financial products and services on a sustainable basis. The situation is particularly dire in the LDCs, where often more than 90 per cent of the population is denied access to financial services from the formal financial system. An inclusive financial sector is defined as a financial sector that offers a range of financial services to the entire active population of a country. An inclusive financial sector is characterized by competition among financial service providers, a diverse range of financial service providers, sustainability with respect to the permanence of access to financial services, and legal and regulatory environments that ensure the integrity of the financial sector and access to financial services.
UNCDF Financial Inclusion Practice Area (FIPA) has accumulated valuable experience in the development of inclusive financial sectors and investments in innovative initiatives. The Consultant will work closely with the KM / loan portfolio Specialist to develop of a web based database for loan management purposes.
The purpose of this database is to support FIPA loan management, loan data entry, schedules, repayments calculation and reporting
Duties and Responsibilities
The main duty that the consultant will be expected to carry is to develop a loan management database; This would specifically entail:
Creating a web based database – loan management system. The loan management system database should be accessible to staff in different countries, scalable, user friendly and secured;
Develop the scenarios and the tables;
Develop the queries;
Reports;
Testing the data base;
Debugging and finalizing reports;
Develop a presentation / orientation to the database for the FIPA team.
The final result will be a web based loan management system that will enable FIPA team to extract reports that will support portfolio management, efficiency gains, and improved quality and time of information generation.
Impact of Results:
Support to Portfolio management is key to UNCDF ensuring that the products and services it brings to the Least Developed Countries LDCs are the best possible solutions to help the LDCs achieve the MDGs.

Required Skills and Experience
Education:
A Degree or equivalent in IT, Computer science or a related discipline.
Experience:
Excellent command of web database development with the necessary queries and reports design;
Ability to work independently with minimal supervision;
Possesses a laptop and able to use it for the purpose of this consultancy;
Experience in microfinance, assets management database, loan management systems, is highly desirable;
Demonstrated the ability to successfully interact with individuals of different cultural backgrounds and beliefs, which include willingness to try and understand and be tolerant of differing opinions and views;
Excellent organizational, inter-personal, communication and administrative skills.
Language Requirements:
Fluent in English;
French is an asset.
