As identified in the UNDP’s Agenda for Organizational Change (AOC), all Bureaux are expected to perform new strategic functions, both in relation to their own direct areas of responsibility and in contribution to the corporate agenda. As agreed by the UNDP Executive Group on 12 September, 2011 the rollout of a corporate strategic planning system is a key tool for delivering a structured, systematic, forward-looking and cyclical process through which UNDP:
Scans, assesses and interprets its current and prospective operating environment.
Sets clear goals and priorities for action.
Provides a reference point for the allocation of resources and determination of accountabilities.
Measures and analyses performance against internal targets well as its peer group.
Builds greater unity of purpose and discipline in execution.
As an integral part and in support of the operationalization of the AOC, each Central and Regional Bureau of UNDP has designed its own specific plans and intervention. For BERA, this is the BERA internal agenda for change composed of its annual IWP, realignment with new and emerging goals with an emphasis on addressing staff aspirations as noted in the Global Staff Survey. BERA will need to follow up and monitor its IWP and related cluster work plans with respect to the various components of the BERA change plan that would require dedicated and focused capacity within BERA to ensure targeted, timely progress on targets as well as BERA monitoring and reporting back to senior management. In this context, this post is being created to perform at a minimum the functions outlined below and undertake any additional roles that the BERA senior managers may require in the implementation of its change agenda and IWP
Duties and Responsibilities
Summary of key functions:
In line with this enhanced focus on strategic planning and management as per the AOC and the BERA change agenda and IWP, this position will perform the following functions:
Coordinate and lead in the consultations and contributions of BERA towards the UNDP medium term strategic planning framework (Strategic Plan) and the annual business planning process, and Bureau and cluster IWPs.
Continuously advises staff at HQ and ROs on the technical and substantive requirements of UNDP’s Strategic planning and annual business planning process.
Takes the lead in consulting BERA Senior Managers and HQ clusters on the SP and ABP ensuring BERA contributions to these institutional processes.
Attends organization-wide consultation and planning meetings and makes required contributions on behalf of BERA as authorized by the Director/Deputy Director.
Provides feedback to BERA management on the developments and progress on the Strategic Plan and the ABP.
Ensures that the annual business plan priorities are reflected appropriately in BERA’s IWPs.
Constantly scans the operational environment and the BERA portfolio to identify existing or emerging trends in areas of work and recommend any actions that would be relevant for BERA management to consider.
Uses corporate mechanisms to measure and track Bureau performance and to facilitate strategic planning processes.
Plays a key advisory and support role in strategic planning and resource monitoring to support the implementation of BERA’s work plan.
Supports the coordination of operational agreements between Bureaus and BERA as required in relation to partnerships and external relations and advocacy
Monitor BERA’s performance, results linked to allocated resources and other reporting to provide advice to adjust actions as required:
Performs the role of the lead focal point for BERA on results, results-based management.
Assists clusters and Representation Offices on their roles and actions for the completion of IWPs
Takes a lead role in assisting clusters and Representation Offices in undertaking the review of all IWPs and results reports on an on-going and annual basis.
Assists clusters and Representation Offices on results oriented reporting as well as any other reporting requirements.
Assists in BERA’s outreach actions on the reporting of results including the production of BERA annual results reports, budget monitoring in collaboration with MSU, and reporting linking results to resources.
Reviews managers’ travel plans to ensure their consistency with work plans and advises the Senior Management accordingly. Also reviews travel reports to assess results achieved.
Help further develop BERA’s strategic function(s), in line with the Agenda for Organizational Change and ABP and as further specifically articulated in the BERA change agenda and IWP and in line with the UNDP Strategic Plan an dits processes.
Supports BERA under the leadership of the Deputy Director or other designated supervisor.
Constantly monitors the implementation of the BERA work plan, identifies bottlenecks and develops strategies to address these bottlenecks taking the required actions on implementation forward.
Undertakes any other responsibilities as requested by BERA management in support of the strategic planning, GSS follow up, realignment, AOC agenda, and the processes necessary to accommodate these.
The post of the Senior Strategic Planning Advisor at BERA is critical for:
Implementation of change at BERA in line with the AOC and the BERA IWP;
Compliance of BERA with the objectives of the AOC and IWP commitments;
Increase quality of support to clusters and Representation Offices
Measuring, monitoring, and reporting on IWP results and their contribution to the ABP
Results-Based Programme Development and Management - Makes use of a variety of resources within UNDP to ensure BERA staff are equipped at RBM. Sets performance standards, monitors progress and intervenes at an early stage to ensure results are in accordance with agreed-upon quality and timeframes and reports results.

Required Skills and Experience
Advanced university degree in Organizational Development, Management, Planning, Economics, Business Administration or other related social sciences.
Minimum 10 years of experience in leadership positions within recognized development structures or organizations, with a proven track record of achievement in developing local capacity for change.
Experience in leading/managing change management processes would be an asset. Practical application of the RBM principles.
Excellent oral and written communication skills in English, with an adequate working knowledge of another UN language preferred.
