Position: Gender and Climate Change Consultant

Background
UNDP is a leading institution in the Global Gender and Climate Alliance (GGCA), which was formed in November 2007 to ensure that climate change policies, decision-making, and initiatives at the global, regional and national levels are gender responsive. The GGCA enables the UN and other global institutions to implement the wide range of agreements and forums that recognize the importance of integrating a gender perspective into environmental and poverty eradication policies and initiatives. The core partners of the GGCA are United Nations Development Programme (UNDP), United Nations Environment Programme (UNEP), and International Union for the Conservation of Nature (IUCN). Additional agencies, institutions, governments, and civil society organizations participate through collaborative partnerships.
The GGCA’s core strategies include capacity building and ensuring that financing mechanisms on mitigation and adaptation address the needs of poor women and men equitably, and UNDP plays a lead role in both of these areas. UNDP is also the fund manager for the joint project between the core alliance partners.
Under the finance strategy, UNDP has taken a broad-based approach. At the conceptual level, UNDP has developed a series of publications on gender and climate change finance, including recommendations that governments, the UN system, and civil society organizations can apply to the governance of climate change finance mechanisms. In order to apply these recommendations, UNDP has opened direct engagement with the governance bodies of climate finance mechanisms, including the Adaptation Fund Board and the Climate Investment Funds. Through the organization of strategic events, entry points have been identified and awareness has been raised.
Moving forward, UNDP will continue to engage directly with these funds, as well as other climate finance mechanisms, such as the CDM, GEF and UN-REDD. Recognizing the growing importance of private sector finance, UNDP will also launch a consultative process with the private sector to identify possible strategies for increasing the degree to which private sector finance reflects a gender perspective. UNDP will also continue to engage with representatives at the UNFCCC climate change negotiation sessions, as has been done in the past years.
UNDP is now looking to recruit a consultant to support the organization of several events, both around the afore mentioned climate change finance mechanisms as well as around the UNFCCC sessions. Additionally, to fulfil its role as fund manager, the consultant will support the organization of two project board meetings that oversees the implementation of the joint projects.
Duties and Responsibilities
Under the supervision of cluster leader for gender and environment, working with the Policy Specialist on environment and gender the consultant will be responsible for the following:
Deliverable:
minimum of three well organized side events, one at each of the different mechanisms (March, June, November 2011).
Organize side events around board meetings of the Climate Investment Funds, the Adaptation Fund Board and UN-REDD policy Board in order to highlight the importance of gender mainstreaming in the finance mechanism’s operations. This will include:
* Prepare concept note and work plan
* Prepare and manage invitations and participation
* Manage logistics, including venue, catering, travel, etc
* Assist in developing the agenda, arranging speakers and presentations
* Prepare report of the workshop and manage follow-ups
Deliverable:
two well organized side events at UNFCCC sessions (June and December 2011)
* Organize awareness-raising events around 2011 UNFCCC negotiating sessions. This will include:
* Prepare concept note and work plan
* Prepare and manage invitations and participation
* Manage logistics, including venue, catering, travel, etc
* Assist in developing the agenda, arranging speakers and presentations
* Prepare report of the workshop and manage follow-ups
Deliverable:
Two well-organized project boards meetings (July + December)
* Organize meetings of the GGCA Project Board, including:
* Prepare concept note and work plan
* Prepare and manage invitations and participation
* Manage logistics, including venue, catering, travel, etc
* Assist in developing the agenda, arranging speakers and presentations
* Prepare report of the workshop and manage follow-ups
Competencies
* Knowledge and technical expertise in the following issues: climate change finance mechanisms, carbon markets, UNFCCC/Kyoto Protocol, REDD, payments for environmental services, and gender equality.
* Strong ability to build and maintain relationships with people at all levels from a wide variety of organizations.
* Excellent analytical, writing, presentation, and communications skills.
* Ability to prepare succinct, analytical publications and reports.
* Focuses on impact and result for the client and responds positively to critical feedback.
Required Skills and Experience
* Master’s degree in Sustainable Development, Climate Change, Gender Equality, Development or a related field.
* Fluency in spoken and written English.
* Prior experience conducting research and analysis in the area of climate change finance.
* Understanding of development, social, and gender issues.
* Experience with the Adaptation Fund, Climate Investment Funds, or other climate finance mechanisms is an advantage.
* Prior experience coordinating programmatic work with multiple implementing partners, including program oversight and monitoring financial and substantive reporting
* Prior experience analyzing climate change finance from the perspective of a disadvantaged stakeholder is an advantage.
* Prior experience with United Nations agencies is an advantage.
