Position:Senior Corrections Officer, Multiple Duty Stations

Responsibilities
(The following duties are generic and may differ depending on the requirements of the mission.) Within limits of delegated authority, and under the supervision of the Deputy Special Representative of the Secretary-General/Special Representative of the Secretary-General and/or the head of the justice and corrections component or his/her designate or other relevant senior officer, the incumbent will perform the following duties:
Lead and manage the development and implementation of the Mission’s strategies related to the strengthening and development of all aspects of the corrections system, including: implementation of applicable international standards; development and implementation of strategic planning processes; review and development of relevant legislation; rehabilitation of facilities; management of prisoners and staff; management of critical strategic and operational issues; and supporting the development of effective linkages with the police and the court system.
This will be undertaken by advising, coaching and mentoring national counterparts; facilitating access to training; supporting strategic planning processes; advising national counterparts, supporting the development of a strategic corrections development plan; establishing and maintaining contacts and effective relations with senior national government officials and civil society representatives (including counterparts in the Ministry of Justice and/or other relevant Ministries, the police, courts, women’s groups, non-governmental organizations, diplomatic missions and donors, and the media); building linkages with development partners and donors to ensure seamless transition to long term development support and mobilization of resources where necessary; and advising on, and preparing of, assessment reports and reports addressing complex strategic and operational prison system issues, including rehabilitation of infrastructure.
Other assignments will include: preparation of outputs such as Section reports and assessments, policy documents and guidelines; participation in coordination mechanisms at mission level, maintaining close working relationships with relevant components (human rights, police, justice, gender etc.) and UN agencies, and represent the Mission as required; performing programmatic and administrative tasks necessary for the functioning of the Section, including the preparation of budgets, reporting on performance and results, managing and evaluating staff performance, job interviewing and evaluation of candidates; performing any other task as requested by the mission leadership.

Professionalism – Demonstrated in-depth understanding of corrections system issues, and knowledge of relevant international human rights standards; capacity to adopt a strategic approach to the development of a prison system; commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of women and men in all aspects of peace operations.
Leadership – Ability to manage and lead a multidisciplinary team of prison experts and local experts, and assist them to develop professionally; demonstrated ability to provide leadership and take responsibility for incorporating gender perspectives into substantive work; commitment to the goal of achieving gender balance in staffing.
Planning and Organizing – Strong analytical skills and demonstrated sound judgment in applying technical expertise to resolve a range of issues and problems; Demonstrated ability to establish priorities and to plan, coordinate and monitor own work plan and those under his/her supervision.
Managing Performance – Delegates the appropriate responsibility, accountability and decision-making authority; makes sure that roles, responsibilities and reporting lines are clear to each staff member; accurately judges the amount of time and resources needed to accomplish a task and matches task to skills; monitors progress against milestones and deadlines; regularly discusses performance and provides feedback and coaching to staff; encourages risk-taking and supports creativity and initiative; actively supports the development and career aspirations of staff; appraises performance fairly.
Communication – Proven and sustained communication (oral and written) skills, including ability to prepare reports and conduct presentations by clearly formulating positions on issues, articulating options concisely conveying maximum necessary information, making and defending recommendations.
Teamwork – Proven interpersonal skills and the ability to listen and work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
Qualifications
Education – Advanced university degree (Master’s Degree or equivalent) in law, criminal justice, social sciences or management. A first-level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Work Experience – At least ten years of progressively responsible professional experience in prison management or other functions in the corrections sector in an operational and strategic role is required. This must include a minimum of one year experience providing technical assistance for strengthening corrections systems in a transitional, developmental or post-conflict setting outside the applicant’s country of nationality. United Nations field experience, especially in a peacekeeping operation, is desirable.
Languages – Fluency in spoken and written English or French; knowledge of a second UN language is an advantage and in some missions a requirement. In some missions, fluency in the local language is desirable.
