Purpose of the Position
To manage and coordinate the administrative support to field and regional offices in the area of office and residential leasing, space utilization, as well as construction; monitor insurance coverage for fleet and property, guide/advise offices on NEP reporting requirements and ensure compliance with administrative policy and procedures. In the absence of the Deputy Director, represents UNICEF in the UNDG Task Team on Common Premises. UNICEF’s HQ focal point within UNDG for support to Common Services in field locations.

Key Expected Results
1. Administrative Management Support
* You will manages guides and coordinate the Field Services Unit to ensure effective administrative support and services to field offices in the area of premises relocation, rental advance, vehicle administration, insurance, non-expendable property, and compensation claims.
* Provide analysis, interpretation and guidance on administrative policy matters to staff of Field Services and operations staff in field locations.
* Recommend and draft information circulars and administrative instructions to modify or amend internal control procedures. Brief/debrief auditors, responds to audit recommendations and monitors field office compliance on related administrative/operational issues.

2. Inter-Agency Collaboration
* You will participate and in the absence of the Deputy Director, represent UNICEF in UNDG Task Team on Common Premises. Liaise with UNDP, UMFPA and WFP to establish Common Premises and UN Houses as well as on existing inter-agency arrangements.
* Within the UNDG, as UNICEF’s focal point for Common Services, support initiatives to establish Common Services in field offices. Make interventions and recommendations on new opportunities for implementation or enhancement of additional Common Services.
* Review and analyses all issues including costs related to Common Premises projects to ensure correctness, in accordance with UNICEF plans and requirements, and guides offices
in consultation with other Agencies.
* Review and analyze bills and supporting documentation from UN DP or other UN agencies on reimbursement of UNICEF’s share for construction/renovation or other one-time
relocation costs related to Common Premises projects to ensure that UNICEF’s pro-rated
* Review draft lease agreements to check conformity with UNICEF Standard Lease Agreement. If needed, liaises with the UN Office of Legal Affairs through the Senior Adviser to the Executive Director. If required, undertakes TTCP missions and represent UNICEF/TTCP in inter-agency forum.

3. Property Management
* You will oversees/monitors consultations with and evaluations of proposals from field offices for office premises and makes recommendations regarding location, building safety, availability and access to services/facilities (e.g. regular access to water, electric capacity, parking and public transportation). In addition, make recommendations on layout, design, floor plan, space utilization and its compliance with UN JIU space standards to enhance efficiencies.
* Recommend methods and ideas to improve building management services and facilities in field offices affecting the working environment of staff.
* Reviews field office submissions related to construction/renovation of office/residential premises and provides assessments and recommendations of alternatives to office and residential alterations. Evaluates the estimated costs of relocations including rental, maintenance, utilities, moving and one-time it-out costs and advance rent, if applicable. Reviews and recommends approval of requests for Capital Asset Funding.
* Liaise with EMOPS/UN Safety and Security Division on issues related to security.
Participate in meetings of Office of Emergency Programmes, as required, and provide advice on administrative matters when required.
* Undertake missions to field offices to review and provide guidance on specific
substantive Administrative Management issues. Represent Deputy Director and/or Administrative Management Section at workshops and meetings.
Qualifications of Successful Candidate
Advanced University degree in Business Administration or Management or a related field.
Eight years professional working experience in administrative services, overseas office administration and experience in general management and office organization and methods, preferably within UN system or other international organization.
* Knowledge of administrative policy and procedures within UN system desirable.
* Proven ability to conceptualize, innovate, plan and execute ideas as well as transfer knowledge and skills.
* Ability to express clearly and concisely ideas and concepts in written and oral form.
* Ability to manage and direct a team of professional and support staff.
* Advance negotiation skills required.
* Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization.
* Knowledge of basic architectural standards and ability to read drafted floor plans.

Fluency in English and another UN language
