Position: Human Resources Specialist

Purpose of the Position
You will manage, implement, and continuously work to improve UNICEF#s New and Emerging Talent initiative (NETI), ensuring high quality program delivery as well as the strategic linkage of program activities such as recruitment, selection, career development, performance management placement and retention. NETI is an entry point for external candidates interested in a career with UNICEF and focuses on attracting, selecting, developing and retaining highly qualified and motivated entry-to-mid level individuals to meet the Organization#s current and future needs.
You will also undertake projects that support the alignment of talent planning and development, principally in the areas of strategic recruitment and staffing.
Key Expected Results
Outcome of your work should include:
Successful development, implementation and assessment of the New and Emerging Talent initiative across the
organization, ensuring that the talent pipeline supports future business strategy; develop the processes and tools to gather, compile and analyze workforce planning data; work with leadership to identify high-potential New and Emerging talents, review and implement appropriate career/staff development and management retention plans in coordination with Headquarters and field offices.
Work with the HQ/Regional/Country office management teams to maximize the calibre of New and Emerging Talent assigned in key roles; provide broad, cross-cutting services to facilitate individual career advice, policy development, facilitation of career support paths and the development of career support tools such as blended learning activities, coaching, mentoring, and peer networking programs, among others.
Design and provide systematic induction training for new staff, on-going tracking, and performance for New and Emerging Talents and utilize assessment approaches as appropriate to assess and calibrate potential.
Ensure sustainability of new practices/strategy through the active engagement, knowledge transfer and coaching of New and Emerging Talents and line managers, raising their capability to spot, manage and engage their talent. Perform New and Emerging Talent initiative analyses; develop analyses report and presentations
Undertake projects that support the alignment of talent planning and development, principally in the areas of strategic recruitment and staffing; continuously monitor the organization#s needs and trends and work with other HR sections to proactively develop customized business solutions.
Qualifications of Successful Candidate
Advanced university degree or equivalent backgrounds, in Human Resources management, Business Administration, International Relations, Social Sciences, Psychology or related areas.
Five years of progressively responsible professional work experience at national and international levels in human resources management, especially in the areas of human resources, planning and management, recruitment and staff development. Developing country work experience an asset.
Fluency in English and another UN language

Accurately analyzes and assesses the competencies, personalities and skills of candidates, taking the initiative to explore and develop innovative approaches and methods to promote effective recruitment and placement.
Organizes, delivers, implements and evaluate learning and staff development approaches. (i.e, coaching, mentoring, e-learning, etc.).
Demonstrates excellent management of human resources, persuasion and negotiation skills.
Analyzes and integrates potentially conflicting numerical, verbal and other data from a number of sources
Demonstrates ability to work in a multi-cultural environment, and establish harmonious and effective working relationships both within and outside the organization.
