Purpose of the Position
You will support the implementation of the Medium Term Strategic Plan by managing an `HR Managers� team which will facilitate Directors/Managers to increase their focus on all the People aspects of their Strategy and Talent management and to support them in implementation by:

1) Assisting HQ Divisions to define their People/HR Strategy in order to meet their short, medium and long term strategic objectives;
2) Creating strong partnerships with and personally support the top executives within designated units to positively transform unit cultures and deliver strong results;
3) Thoroughly understanding UNICEF�s mission and operations, its plans, its culture its policies and procedures. Generating people insight, identifying needs and delivering solutions to build leadership capability, organizational capability and culture that will enable UNICEF to achieve its objectives and to ensure consistent application of all HR policies, processes and systems;
4) Ensuring understanding by line managers of all the core HR processes and develop communication plans and processes;
5) Playing a significant role in the transformation of  the HR function by helping, in partnership with the other HR teams, to  integrate and align the HR strategy programmes and services and clearly communicate those objectives;
6) Ensuring the delivery of quality HR support from all HR Units to the client areas through developing a collaborative partnership with the rest of the HR team.

Key Expected Results
a) Divisional HR Strategies
Develop with the Director of HR, the other Deputy Director of HR, and the Directors of Client Units, appropriate transition plans to create the new Business Partner approach. Bring Best Practice from inside and outside UNICEF to the process adding value with expertise and innovation and appropriate change management expertise

Propose inputs to UNICEFs overall HR strategy based on experiences with client teams and external networking, so as to constantly help make HRs contribution to the client more relevant to UNICEF�s Strategy and implementation.

b) Leadership and Management
Develop relationships with clients to understand their needs and co-create optimal solutions.

Lead in the delivery of the processes and programmes needed to support new ways of working and managing the day to day challenges.

c) Developing and sustaining relationships

Build relationships with Senior Management across the organization to understand their needs and requirements of HR.

Build effective relationships with the Staff Association and participate in regular meetings to understand their needs and concerns.

Develop inter-agency relationships and represent UNICEF at appropriate fora and meetings concerning staff issues and staff relations.

d) HR Program Implementation

Make regular contributions to the improvement of HR processes, products and services.

Have a good working knowledge of UNICEF HR Policies and procedures and ensure they are communicated effectively.

Review internal processes and measure and benchmark the external environment to provide input to improvement in HR policies and initiatives.

Act as a liaison between the line and HR to ensure that HR services are aligned with internal client needs. Identify new opportunities where HR can add value to the organization. Maintain knowledge of progressive HR practices and key trends.

Qualifications of Successful Candidate
Advanced university degree in International Relations, Humanitarian Affairs, Business Administration, Human Resources or other relevant field.

Thirteen to fifteen years of progressively responsible professional work experience managing Human Resources, at field and/or HQ level.

Experience in successfully working in a culturally diverse and changing international environment and within international organizations.

Broad field operations experience desirable.

Proven track record of excellent management and leadership skills with vision, drive for results, persuasion and influence, decisiveness and sound judgment.

Strategic and global thinking, analytical ability including assessing and monitoring results.

Ability to conceptualize, innovate, plan and execute ideas as well as to manage projects and build partnerships.

Effective people manager and team leader with integrity, flexibility, coaching skills and highly developed self-awareness and self-regulation.

Excellent communication skills.

Knowledge of ERP and other Information Systems to leverage technology for HR solutions.

Fluency in English and another UN language.
