Position: Programme & Planning Specialist

Purpose of the Position

Under the guidance of the Director and Deputy Director, You will be responsible for Planning and Operations for the Division.

Key Expected Results

1. Strategic planning:
You will coordinate, prepare and monitors implementation of the DOC workplan and OMP by collating and analysing input from DOC Section Chiefs and reporting to the Deputy Director; organizes Divisional Management Team meetings, proposing and following up on items and issues related to the setting and achievement of divisional objectives; establish appropriate and effective management information systems, and knowledge management. Focal point for multi-divisional coordination on knowledge management, research, joint strategic planning, and training.
2. Financial management:
Under the guidance of the Director and Deputy Director, with the support of the Admin. Officer you will prepare the Divisional biennium budget submissions and revisions, including attendance at PBRs; continuously monitor the budget by establishing divisional review mechanisms, advise the Director and Deputy Director on budget implementation and alignment with divisional workplan and priorities.
3. Human resources:
You will advise the Director, Deputy Director and Section Chiefs on handling of non-routine personnel issues; organize and liaise with DHR. Also responsible for overseeing processes for hiring of consultants/individual contractors, as well as institutions
4. Operations Policy and Procedure:
You will contribute to the development of headquarters and global practices, directions, new approaches and methodologies in the operations area through participation in strategic process reviews, and in consultation with Regional Offices and other HQ divisions and offices
5. Learning and Capacity Building:
You will support the Division in facilitating the processes supporting staff learning. Develop an annual training plan based on needs analysis, and arranges training activities accordingly, monitors its implementation within approved allocation and conducts evaluations of training impact. Help to identify areas for building staff capacity (DOC staff and also communication staff globally.)

Qualifications of Successful Candidate
Advanced university degree in social sciences and/or communication, including training in research methodology.
Eight years of professional work experience in strategic planning/ research/management in a communication organization, at least two years at international level.
Fluency in English and another UN language
