Purpose of the Position
Under the direction of the Chief, Policy and Administrative Law Section, and with overall guidance from the Director, DHR, you will formulate, review, interpret and communicate UNICEF’s human resources policies and procedures. In close collaboration with Section Chief, Sr. DHR Management and line managers you will develop new/revised HR policies. As required, you will represent UNICEF on inter-agency issues impacting HR policy development, formulation and presentation to decision-making individuals and bodies.

Key Expected Results
1. You will be the focal point for inter-agency collaboration in the area of HR policy, including with the International Civil Service Commission, the HR Network, UNDG and the Standing Committee on Field Duty Stations of the HR Network. Represent UNICEF, where appropriate, in respective inter-agency meetings, committees and working groups.
2. You will develop appropriate communication strategies and consistently communicate with and train stakeholders within UNICEF globally on existing and new regulations, rules, policies and practices. Ensure that the HR Handbook is up-to-date and utilised as a primary information depositary by UNICEF managers and staff, as well as other stakeholders. Develop systematic ongoing feedback mechanisms for evaluating policy impact and effectiveness, and mechanisms for respective policy updates and changes, taking into consideration evolving organisational goals and needs.
3. You will formulate and review HR policies and procedures. Develop new/revised policies, in close collaboration with the Director of HR, Section Chief and senior DHR management, and review existing policies for continued usefulness, applicability and consistency with United Nations staff regulations and rules. Lead policy review and consultation with UNICEF management and staff representatives through appropriate channels.
4. You will provide interpretation and guidance on UNICEF policies and practices, UN staff regulations and rules, as well as exceptions and precedents to senior managers, DHR sections and Regional/ Country offices. Respond to HR policy related queries from counterparts in other UN agencies.
5. You will manage UNICEF’s HR policies and procedures to support the Organization’s goals, strategies and direction, while ensuring consistency with decisions of the UN General Assembly, the ICSC, CEB, HLCM, HR Network and UNDG, as well as other inter-agency fora.

Qualifications of Successful Candidate
Advanced university degree in human resources management, public administration, social sciences, law or similar discipline.
Ten years of responsible work experience at the professional level, of which preferably eight must be in the human resources area with an international organisation. Good knowledge and understanding of HR policies and procedures, and inter-agency relations. Thorough knowledge of the UN’s and UNICEF’s HR regulations, rules, policies and procedures.
