Advancing Women’s Economic and Social Rights in Serbia and Montenegro is being implemented in the period 2010–2012, with the financial support of the Government of the Kingdom of Norway. The goal of the project is to contribute to the elimination of gender-based discrimination at the labour market by providing support to key policy and service delivery institutions to mainstream gender in their policies, programs, operations and budgets and to develop informed policy measures. The goal of the project is to contribute to the elimination of gender-based discrimination at the labour market by providing support to key policy and service delivery institutions to mainstream gender in their policies, programs, operations and budgets and to develop informed policy measures. Project aims to strengthen the capacities of duty-bearers and rights-holders to implement international and national commitments to women’s economic rights. Key strategies include capacity development of duty-bearers and rights-holders and evidence-based advocacy. More specifically, the project aims to strengthen the capacities of key labour market institutions and within the corporate sector. Focus of UN Women support will be to raise awareness and enhance capacities of selected national partners to implement existing commitments under national strategies related to gender equality and employment, especially those related to the removal of gender-based discrimination practices, as well as to develop more gender-responsive policies in the future.
As part of this project UN Women is cooperating with UN Global Compact in Serbia in the promotion and implementation of the Women’s Empowerment Principles in the corporate sector in Serbia. Cooperation with UN Global Compact in Serbia will focus on the promotion of the ‘Women’s Empowerment Principle’, a global initiative of UN Women and United Nations Global Compact and on promotion of pro-women corporate socially responsible practices that can be implemented and replicated in Serbia`s corporate sector. The Women’s Empowerment Principles are a set of principles for business offering guidance on how to empower women in the workplace, marketplace and community. Companies throughout the world have signed up to the Principles and in this way committed themselves to promote gender equality and women’s empowerment vis-a-vis
their employees but also in their interactions with business partners, suppliers and entrepreneurs along the value chain. The cooperation with the Global Compact in Serbia started with expanding the mandate of the current Working Group on social inclusion to include women labour rights. The Working Group will be instrumental in promoting and providing support for implementation of the Women’s Empowerment Principles among Global Compact members. The goal is to have a network of businesses that demonstrate leadership and commitment on gender equality and women’s empowerment in their practices and in this way encouraging others to follow suit.
UN Women is looking for a Consultant to support the Global Compact in identifying existing good pro-women practises.
Job Vacancies Duties and Responsibilities
Scope of work
Based on the programmatic input of UN Women and in close cooperation with the UN Global Compact Working Group on Social Inclusion , the Consultant will be responsible to develop a questionnaire that will serve as a tool to help UN Global Compact members in Serbia to identify good pro-women corporate practices.
The questionnaire will be based on the Women Empowerment Principles. Under each of the principle, the questionnaire will offer questions, guiding notes and the examples that will steer the process of identifying already existing good practises and possible directions for improvement of existing or introduction of new practises, which better reflect women and corporate interests.
* Work plan (agreed with UN Women);
* Outline of the questionnaire;
* First draft of questionnaire;
* Final version of questionnaire.
Job Vacancies Competencies
* Ability to work under pressure and meet deadlines;
* Excellent communication skills, including the ability to convey complex concepts and recommendations in a clear and persuasive style tailored to match different audiences;
* Excellent oral and written communication skills in English.
Job Vacancies Required Skills and Experience
* Advanced degree in the areas of humanities, law, social sciences , economy, gender studies or similar;
* Relevant work experience;
* Previous work on the topics of the corporate social responsibility;
* Knowledge and in depth understanding of pro-women corporate social responsibility and the Women Empowerment Principles;
* Experience and past cooperation with UN Global Compact or other UN agency will be considered as an advantage.
Job Vacancies Evaluation of Applicants
Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.
Technical Evaluation (70%)
Relevant work experience
Experience with the corporate social responsibility
Knowledge and of pro-women corporate practises and the Women Empowerment Principles
Financial Evaluation (30%)
The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:
p = 30 (μ/z)
p = points for the financial proposal being evaluated
μ = price of the lowest priced proposal
z = price of the proposal being evaluated

Job Vacancies Financial Proposal

*Please note that the financial proposal is all-inclusive
and shall take into account various expenses incurred by the consultant/contractor during the contract period (e.g. fee, health insurance, vaccination and any other relevant expenses related to the performance of services…). All envisaged travel costs must be included in the financial proposal.
