Internally advertised General Service (GS) fixed-term appointment (FTA) positions located in Headquarters are open to GS staff members currently serving in New York/Washington D.C. who hold a UNDP permanent or FTA who are either US Permanent Residents, US citizens or holders of a valid G4 visa at the time of their application and whose G4 visa has been acquired on account of their employment in the UN Systems based in New York or Washington, DC.
Externally advertised GS fixed-term appointment and temporary appointment (TA) positions located in New York/Washington D.C. are open to candidates who are either US Permanent Residents, US Citizens or holders of a valid G4 visa at the time of their application and whose G4 visa has been acquired on account of their employment in the UN Systems based in New York or Washington, DC.
Current UNDP GS staff serving outside of HQ must meet the eligibility criteria stated above prior to their application.
Selected candidates who meet the above mentioned eligibility criteria are responsible for their own travel and/or relocation costs.
Selection to GS fixed-term appointment positions at Headquarters requires passing a UN administered clerical test (ASAT).
Applicants under serious consideration for short-listing of posts requiring accountancy and finance skills, must take the UNDP Accountancy and Finance Test (UNDP AFT) prior to short-listing.

The Human Resources Centre is developing and implementing HR policies under the umbrella of UN Rules and Regulations. Under the supervision of the HR Specialist (Recruitment & Staffing), the Human Resources Associate will be working on benefits and entitlements in close coordination with the UNDP BES Centre in Copenhagen.
Duties and Responsibilities

Description of Duties
Administration of Staff Contracts, Benefits and Entitlements:
Assists and supports with the administration and certification on the processing of defined Benefits and Entitlements processes in full compliance with Staff Regulations and Rules and Financial Accountability Framework and has approval authority for non-discretionary decisions under the applicable staff rules and within the financial level of authority:
Monitors and tracks all transactions related to positions, recruitment, HR data, benefits earnings/deductions, retroactivity, recoveries, adjustments and separations through Atlas;
Equity and transparency in the application of Staff Regulations and Rules ensuring that a high quality, timely and accurate service is provided to clients and partners;
Ensure accurate staff database;
Supports administration of Staff Member contracts by providing correct information and follow up on benefits and allowances for staff members in accordance with rules, regulations and policies;
Ensures consistency in the grade levels and in the determination of benefits and entitlements on non-staff contracts;
Briefs and orients newly-recruited staff, and explains the salary and entitlements package for different categories and different modality of contracts, in consultation with the requesting offices;
Serves as a focal point and technical resource for the HR computerized system, and liaison with IT on system requirements, design and improvements.
Contributes to the development of tools and is a platform for data and content management;
Arranges and/or conducts briefings and training of new users of the system;
Monitors the preparation and accuracy of staff payrolls and ensures the timely submission to the Finance unit to meet the monthly payment cycle;
Ensures an efficient documentation retention policy is established for all personnel records in line with UN Women procedures;
Processes Requests for Personnel Action (RPA), Offers and Contracts/Amendments as required;
Supports in policy development, procedural improvements, revised (Standards of Procedures) SOPs and the drafting of internal Human Resources & Administration guidelines
Assists the project manager and the project team members with advice and guidance on all HR-related issues;
Ensures all Human Resources-related matters meet deadlines and are internal and external client-oriented and takes proactive action on personnel issues.
Processing of payments:
Monitor and certify financial entitlements related to contracts, including appointments, reassignments, ongoing entitlements and salaries in cooperation with Copenhagen office, in ATLAS to achieve the following results:
Accurate determination of financial entitlements of personnel transactions;
Increased efficiency as a result of reduction in recoveries, advances and other exceptional payments;
Accurate processing of financial entitlements to correct UN Women and where applicable, third party funds.
Assists on matters relating to benefits and entitlements, fostering and supporting partnerships with internal and external stakeholders by briefing and advising clients, staff, colleagues and partners of the rules and regulations and the interpretation thereof to achieve the following results:
Accurate and complete submission of claims on entitlements;
Comprehensive HR strategy including benefits and entitlements management;
Consistent approach in compliance with Staff Regulations and Rules;
Client and partner confidence in Benefits and Entitlements Services (BES) as an HR service provider;
HR policies and guidelines relating to Benefits and Entitlements are reviewed and revised as necessary.
Identify areas for improving processes and HR policies and developing our business requirements to maximize efficiency and simplify procedures, to achieve the following results:
Recommendations for improved and new HR policies and guidelines;
Streamline payment and entitlement procedures to deliver optimal client service;
Enhance work efficiency through constant evaluation and analysis of HR processes;
Reduce unnecessary paperwork and administrative processes;
Provide input to further enhancement of development of on-line tools such as E-services module in Atlas.
Ensures facilitation of knowledge building and knowledge sharing focusing on achievement of the following results:
Recommend, create and maintain knowledge management prescriptive content for benefits and entitlements to achieve the following results:
HR knowledge management system contains accurate and comprehensive coverage of Benefits and Entitlements matters;
Full transparency of the administration of Benefits and Entitlements;
Continuous learning and development for HR staff by keeping abreast with HR best practices;
Conduct internal training courses on selected Benefits and Entitlements;
Draft synthesis of lessons learnt and best practices in HR;
Provide sound contributions to knowledge networks and communities of practice;
Prepares presentations, briefings and training sessions regarding HR issues as required.

Required Skills and Experience
Secondary Education with specialized certification in HR;
University Degree in HR, Business or Public Administration desirable, but not a requirement;
Must have passed the United Nations Administrative Support Assessment Test (ASAT).
7 years of progressively responsible HR and/or administrative experience is required at the national or international level;
Experience in the usage of computers and office software packages (MS Word, Excel, etc) and experience in handling of web based management systems.
Fluency in English is required. Fluency in other UN languages an advantage.
