Position: Consultant Accountant – IPSAS Financial Statements

Background
In July 2010, the United Nations General Assembly created UN-Women, the United Nations Entity for Gender Equality and the Empowerment of Women. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and womenâ s empowerment: UNIFEM, DAW, OSAGI and INSTRAW.
UN-Women has adopted from 1 January 2012 the International Public Sector Accounting Standards (IPSAS). The IPSAS is the adoption of international public sector accounting standards and involves the analysis, development, testing and evaluation of new financial regulations and rules, processes, policies, manuals, procedural guidance, system changes, and staff training resulting from the movement from United Nations System Accounting Standards (UNSAS) to IPSAS.
Taking into consideration the complex nature of the project and the overall impact of IPSAS on the Organization, UN-Women is seeking the services of Consultant Senior Accountant who will assist in development of model IPSAS compliant financial statements including notes to the financial statements.

Duties and Responsibilities
Review drafted IPSAS model Financial Statement templates, including notes to the financial statements and provide comment and recommendations by 17 August 2012.
Review drafted Fund trees and Account trees required for the preparation of the financial statements by 10 August 2012 and finalize Fund trees and Account trees by 17 August 2012.
Finalise model IPSAS Financial Statement templates, including notes by 30 September 2012.
Prepare IPSAS Financial statements, including notes for dry runas at 30 June 2012 by 10 October 2012 for review and finalize by 31 October 2012.
Assist with review and recommendation to Senior Management on automation of model Financial Statements by 31 August 2012
Preparation of specification and Standard of Works for automation of model IPSAS Financial Statements and where possible notes, by 31 October 2012.
Provide advice or other inputs as necessary

Required Skills and Experience
Education:
University Degree in Accounting. CPA or Chartered Accountant qualifications.

Experience:
Minimum of 7 years working as Accountant and must have specific IPSAS or IFRS financial statement preparation experience.
Experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of database packages, working experience in web based ERP financial systems (i.e. SAP, PeopleSoft, Oracle, SUN etc.)

Language Requirements:
Fluent in English
