BACKGROUND INFORMATION:
Through the Commodity Security Branch (CSB), UNFPA provides overall coordination of strategic interventions to ensure that all individuals are able to obtain and use the reproductive health commodities of their choice whenever they need them, in line with the principles of the ICPD Programme of Action. CSB oversees the implementation of the Global Programme for Enhanced Reproductive Health Commodity Security (GRPHCS) as a coordinated approach to RHCS at both global and national levels. Through the GPRHCS, country-driven approaches for building capacity are supported and essential maternal health medicines and supplies, including contraceptives, made available. The GPRHCS assists countries most in need to put in place systems that will ensure contraceptive security and hence help address reproductive health concerns in those countries.
The Technical Specialist (Documentation and Publications) in this position must manage deadlines; provide outstanding editorial support in terms of research, writing and editing; and offer a level of expertise in the language and priorities of UNFPA and the GPRHCS that enables the Specialist to provide a flexible and professional response to emerging GPRHCS communications needs.
The Technical Specialist (Documentation and Publications) will be responsible for producing the flagship publications of the GPRHCS and for providing editorial services and strategic advice for effective external relations messages and materials including print, video and web for the Commodity Security Branch as part of the Women’s Reproductive Health Cluster. S/he works in close collaboration with colleagues in TD to showcase results and best practices. The primary roles of the Specialist are to:
Support CSB and the Women’s Reproductive Health Cluster in documenting, publishing and disseminating experiences and best practices to ensure stronger focus on what works;
Prepare advocacy reports and materials supporting the annual programme implementation to showcase achievement and success stories; Enhance results-oriented reporting to the Executive Board, partners and for UNFPA offices on the implementation of the cluster approach.
ORGANIZATIONAL STRUCTURE:
The Technical Specialist (Documentation and Publications) is located in the Commodity Security Branch (CSB), Technical Division (TD), New York. S/he provides strategic communications support for external and internal relations for CSB especially as related to the Global Programme to Enhance Reproductive Health Commodity Security (GPRHCS) and also to support the Women’s Reproductive Health Cluster. S/he reports directly to the Chief, Commodity Security Branch, TD, who provides overall leadership of the Branch.
DUTIES AND RESPONSIBILITIES:
A. Support CSB and the Women’s Reproductive Health Cluster in documenting, publishing and disseminating experiences and best practices to ensure stronger focus on what works
Communicate results and best practices using results-driven and evidence-based advocacy aiming to mobilize political will and financial resources;
Analyze and convey quantitative and qualitative data from the GPRHCS Monitoring and Evaluation Framework in reader-friendly terms that go beyond jargon to raise awareness among a wide general audience;
Review mid-year and year-end reviews and extract, summarize and develop lessons learned, success stories and from narrative information in country reporting;
Advance the strategic communications goals of UNFPA, the Cluster and CSB through documentation and publications;
Support key events and meetings as rapporteur, prepare related materials and provide support to CSB staff as needed.
B. Prepare advocacy reports and materials supporting the annual programme implementation to showcase achievement and success stories
Research, write and edit the flagship publications of the GPRHCS and CSB, notably the annual technical report and joint GPRHCS/MHTF advocacy report, in collaboration with colleagues and the geographic divisions;
Coordinate publication and/or production through multiple bidding process for printing, design, video, etc.;
Provide ongoing editorial services to CSB for reports, minutes, slide presentations, briefing notes, talking points and video scripts;
Develop templates such as GPRHCS Progress Profile for stronger message branding;
Propose and solicit media, print and online opportunities to promote the central role of UNFPA in family planning in collaboration with IERD and relevant units;
Implement UNFPA website guidelines to communicate key messages and provide current and timely information, e.g. dashboard data, new documentation and publications, multi-media resources, and written web content;
Respond to emerging documentation and publication needs and requests for information;
Develop and implement an annual documentation and publications plan in line with GPRHCS, CSB and corporate UNFPA communications goals and plans, tracking project process and deliverables against deadlines.
C. Enhance results-oriented reporting to the Executive Board, partners and for UNFPA offices on the implementation of the cluster approach
Working with the geographic divisions and other TD thematic funds, provide internal relations documentation and publications support to implement a cohesive and coordinated approach to joint annual work planning and reporting;
Effectively reach specific audience and raise awareness on programme results to raise the visibility of UNFPA in women’s reproductive health and, in particular, meeting unmet need for family planning;
Liaise with country offices and regions to obtain and share information, data and success stories, supporting local reporting assignments;
Contribute to TD-wide and Cluster-wide inputs towards strategic communications planning for internal and external relations;
Carry out any other tasks as requested by the Coordinator of GPRHCS, the Chief of CSB or the Director, TD.

QUALIFICATIONS:
Advanced University Degree, or equivalent, in journalism, public information, public health, sociology, gender, economics or other related field.
7 years of increasingly responsible professional experience and technical expertise in evidence-based advocacy, strategic communication, writing, editing and publication of annual reports especially relating to population, gender and reproductive health
Substantive experience and knowledge of reproductive health commodity security, family planning and maternal health
Strong track record of documentation and publications work and proven ability to produce on deadline
Experience in external relations within UNFPA or the UN System
Basic graphic design skills and familiarity with design software are desirable
Strong analytical, report-writing and communication skills are required
Fluency in English is required. Working knowledge of another official UN language is an added advantage.
