1) BACKGROUND
A Post-Disaster Needs Assessment and Recovery Framework (PDNA/RF) together comprise an approach to harmonize the assessment, analysis and prioritization of damages, losses and needs by a range of international and local stakeholders in support of the national government in the aftermath of a natural disaster. A PDNA is a government-led exercise, with integrated support from the United Nations, the European Commission, the World Bank and other national and international actors. A PDNA pulls together information into a single, consolidated report, covering the physical impacts of a disaster, the economic value of the damages and losses, the human impacts as experienced by the affected population, and the resulting early and long-term recovery needs and priorities.
A Post-Disaster Needs Assessment (PDNA) encompasses two perspectives:
i) the valuation of physical damages and economic losses, undertaken through a Damage and Loss Assessment methodology (DaLA) and led by the WB; and ii) the identification of human recovery needs based on information obtained from the affected population, normally under the leadership of the UN system. These perspectives are integrated into a single assessment process to support the identification and selection of response options covering recovery interventions from early – to long-term recovery in a Recovery Framework (RF)
A guidance package is being developed by key actors to address the two perspectives above, including overarching considerations as well as guidance specific to technical areas of intervention. As part of this exercise, UNICEF has committed to lead the development of PDNA specific guidance to inform the process in the area of Child Protection. The objective of this consultancy assignment is to develop this sectoral guidance in close consultation with UNICEF and other relevant partners (particularly UNDP in their role of coordinators of the UN system for PDNA,) the World Bank and the European Commission sectoral experts), and drawing from lessons learned during past PDNA exercises.
2) OBJECTIVES OF THE ASSIGNMENT
This assignment covers consultancy services to draft a Child Protection chapter to be integrated into the Post Disaster Needs Assessment global guidance, Volume B. The guidance developed by the consultant will be in line with the standard outline for sectoral guidance (Annex 1 attached), and will be consistent with and build on existing inter-sectoral and sectoral guidance for humanitarian assessments, so that the PDNA process does not overlap with humanitarian assessment processes.
3) SCOPE OF WORK
The consultant will liaise with relevant UN entities (including UNDP), European Commission and World Bank sectoral focal points both at the inception and at the final drafting stages of the work, to ensure that the draft guidance is in line with the key partners’ views and expectations. The consultant will perform the following duties:
1. Review the existing revised chapters in the draft PDNA Guidance and the Damages and Loss Assessment Methodology and conduct interviews with child protection colleagues who have been involved in PDNA exercises;
2. Review and analyze existing inter-sectoral and sectoral humanitarian/early recovery/recovery assessment tools;
3. Draft an inception report to define the scope of the guidance, and share it with key stakeholders for feed back and approval;
4. Draft the child protection guidance ensuring:
o Clarity and accuracy in terms of both concepts and practical measures for line government counterparts to lead child protection PDNAs
o Adaptations to the unique challenges of post natural disaster recovery
o Adherence to the standard template (see Annex I)
o Complementarities with DaLA sectoral guidance
o Gender, disaster risk reduction, environment and other similar cross-cutting themes are integrated.
4) KEY FINAL DELIVERABLES
Inception report (maximum 10 pages) that will be the basis of the sectoral guidance A Child Protection chapter for endorsement and insertion into the PDNA guidance (maximum of 50 pages)
5) DEGREE OF EXPERTISE AND QUALIFICATIONS
Extensive experience of humanitarian assessment processes in the area of child protection
At least 8 years of working experience in the area of child protection both in humanitarian and in recovery and/or development contexts
Excellent written English skills Proven experience in the development of assessment guidance materials (please attach a sample of best work)
Experience with needs assessment processes and particularly PDNA/PCNA an asset
Proven experience in coordinating complex technical consultation processes Ability to work under pressure and meet deadlines
6) PAYMENTS TERMS
Payment for this assignment will be made against the above mentioned products after a satisfactory review of UNICEF
