Background / General description
THIS POSITION IS TRUST-FUNDED BY AN EXTERNAL DONOR. THE DONOR HAS PROVIDED FUNDING ON THE CONDITION THAT THE POSITION BE RESERVED FOR NATIONALS OF FINLAND. THIS POSITION IS A TWO-YEAR COTERMINOUS TERM APPOINTMENT. The Sustainable Development (SD) Sector Management Unit for the Europe and Central Asia Region (ECA) covering agriculture and rural development, environment, infrastructure and energy, urban development, and social development, is seeking a qualified Senior Land Administration Specialist to support the work of the ECA Land Team. There are 18 current projects in the ECA portfolio covering land administration and land management in both the rural and urban sectors. Projects cover nearly all countries of the Region: from sophisticated European Member States and pre-ascension countries that require upgrading their technology to meet EU expectations – to relatively poor countries in Central Asia that are still grappling with basic land reform issues. Projects include all aspects of land administration and management and might involve such issues as: land privatization; land use or environmental monitoring; rural or regional development; property registration and cadastre systems; urban and rural planning; property valuation and real estate markets; property tax systems; and land information systems for use by local and/or central government. Projects that are underway or planned usually involve the use of sophisticated technology, often linking remotely sensed imagery and survey work with information systems and e-government initiatives.
Duties and Accountabilities
# Specific support is required in Kosovo, Albania, Georgia, Azerbaijan and Ukraine, with possible cross-support to other projects outside of the ECA Region. The Specialist will also be required to continue a program of ‘e-learning’ that has linked all the countries within the ECA Region in a web-conferencing program and to provide advice and support to the Land Team in managing the portfolio of work. This will include assistance with planned research into the economic and social impact of interventions in land administration over the past fifteen years. Duties would include the following: Supporting research and policy work addressing the regional program in land administration, especially the existing high demand in areas relating to spatial data infrastructure, the EU INSPIRE directive, property valuation for local property taxes, land consolidation and issues relating to informal developments.
# Leading the continuing ‘e-learning’ program through WEB conferencing with all ECA member countries.
# Leading the team and/or supporting and providing expert services for the preparation, supervision and implementation of the following land administration projects : – the Kosovo Real Estate Cadastre project – the Ukraine Rural Land Titling and Cadastre System Development Project – the land component of the Georgia Rural Development Project – the Albania Land Administration and Management Project – the Azerbaijan Real Estate Cadastre Project – others as the need arises.
# Assisting the ECA Land Program Team Leader in matters relating to the oversight of the full land portfolio and new business development in ECA. This will include: – management of a program of inter-country coordination and training for counterpart agencies in the various projects in the region. This will require coordination with the FAO land tenure center and the full ECA land team. – assist in other projects on an ad hoc basis as requested by the Program Team Leader.
# Providing cross-support and coordination with other regions or the central anchor unit as needed. The Senior Land Administration Specialist would report to the Sector Manager for Environment and Natural Resource Management and would be based at World Bank Headquarters in Washington, D.C. He or she would work primarily in the ECA Region, under the general direction of the Land Program Team Leader and will also provide cross support to other Regions as the need arises.
Selection Criteria
- PhD or a Master’s degree with at least eight years of experience in land administration, land law, valuation, land economy, planning, land surveying, geodesy or similar subject.
- Strong organizational, research, and oral presentation skills.
- Proven experience managing, and working as part of a team.
- Hands-on and action-oriented approach.
- Computer skills.
- Excellent oral and written communication skills in English.
- Additional language skill desirable: Russian or Serbo-Croatian.
- Enthusiasm for and commitment to development work.
- Willing to travel throughout the ECA Region.
