Background / General description
The Multilateral Investment Guarantee Agency (MIGA), a member of the World Bank Group, was established to promote foreign direct investment (FDI) into developing countries to help support economic growth, reduce poverty, and improve people’s lives. MIGA executes its mission by providing investment insurance against non-commercial risks in developing countries. MIGA’s Finance and Risk Management Group (MIGFR) is responsible for financial reporting, plays a leading role in the management of the guarantee portfolio, and contributes to the delivery of services to internal and external clients, including the registration of applications and records management. The latter functions are handled by the Applications Office, which consist of an Information Analyst and an Information Assistant. MIGFR is looking for an Information Analyst, who would work closely with the Information Assistant and whose main responsibility would be for records management in the Applications Office. Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 2 year renewable term appointment.
Duties and Accountabilities
# The Information Analyst will be responsible for, among other duties: General Ensures compliance of MIGA’s records management system and procedures with World Bank Group records management standards.
# Provides training to improve staff use of desktop information resources.
# Conducts information research and retrieval services for staff.
# Analyses records management systems and procedures and makes recommendations for improvement.
# Participates in projects to formulate information policy, diagnose and resolve system problems across IM document management applications and/or develops system solutions.
# Participates in the evaluation and testing of document management application enhancements and new solutions.
# Participates in higher level working groups to coordinate folder creation and naming conventions. MIGOP Records Collection
# Ensures compliance of the record keeping activities of the Operations Department (MIGOP) with agreed World Bank Group standards and procedures.
# Creates and manages administrative and project folders.
# Maintains an up to date list of active, inactive and destroyed folders.
# Monitors the file tracking system within MIGOP, including the creation of project files with the appropriate bar code labels.
# Monitors and assists with the scanning, profiling, and stamping of critical project documents into the IRIS system.
# Assists staff in retrieving information from electronic records system as required.
# Coordinates transfers of records from the central file room to Archives and remote repositories.
# Conducts regular data quality control checks, and ensures timely and high quality delivery of services according to agreed service standards.
# Provides guidance and training to staff in carrying out filing and scanning of documents.
# Participates in the testing of system enhancements and new solutions.
# Assists in the identification of user requirements, and in providing relevant suggestions and enhancements to systems and procedures.
Selection Criteria
# Minimum Education: BA or BS in Library Science or Information Management or equivalent. o Minimum Years of Relevant Experience: 4 Years in Information Management. Appropriate training in records management, scanning, imaging, and application of computer technology in the records and information management environment.
# Expert knowledge of practices for and experience with developing, organizing, and preserving records/library collections.
# Familiarity with MIGA’s or the World Bank’s information systems and databases, including IRIS, is preferred.
# Proficient knowledge of the desktop software that is standard for World Bank/MIGA employees.
# Proficient knowledge of records management practices including retrieval, reference, research, and advisory services.
# Proven track record of client orientation. Excellent interpersonal skills; ability to work well as a team member in a multi-cultural environment.
# Expresses thoughts and ideas effectively in oral and written communications.
# Works with technical material and translates material into layperson’s terms.
# Ability to analyze information and draw accurate conclusions.
# Ability to apply problem solving strategies to evaluate and solve problems effectively.
