Background / General description
The World Bank Institute (WBI) has completed a far-reaching renewal process and repositioned itself as a global connector of knowledge, learning and innovation as well as a catalyst of change for development results. WBI’s strategy focuses on strengthening the capacity of government and non-government change agents to collectively solve development challenges through three interlinked areas of support: Open Knowledge: connecting them to global knowledge and learning on the “how” of reform; Collaborative Governance: enabling them to mobilize and coalesce for collective action; and Innovative Solutions: scanning and incubating innovations to tackle key development challenges. To implement this strategy and scale up its capacity development programs, WBI is actively engaging with other VPUs, partner institutions outside the World Bank as well as with clients. Strategic communications is a crucial tool in this endeavor, enabling WBI to interact effectively with its internal and external partners and helping promote and mainstream some of its innovative approaches. Strategic Communications The communications function in WBI is multi-faceted. WBI’s communications team is supporting a number of units, some of which are engaged in innovative, high-profile initiatives that require strong communications support (e.g. supporting open budgets). There is also a strong focus on internal communications since WBI has gone through a long renewal process, as well as communications towards other parts of the World Bank Group with the objective of aligning WBI’s work more effectively with Bank operations. In addition, WBI’s communications team is implementing a communications program to position WBI as a global connector of knowledge, learning, and innovation for development. This program is helping promote and leverage WBI’s vision and impact among a range of stakeholders including WBG staff, client countries, partner institutions, regional organizations, civil society and the media. The selected candidate will be responsible for developing the online dimension of the VPU’s communications strategy. At any given moment, she/he will be leading a communications campaign for WBI and will also be supporting several units in the Institute, helping them both at the strategic level as well as with the implementation of specific online communications initiatives.
Duties and Accountabilities
The Online Communications Officer plays a strong creative and quality assurance role in the day-to-day operation of the corporate World Bank Institute’s external website and the overall management and oversight of WBI’s larger web presence which includes a total of 30 + websites. Among the principal responsibilities of the position are:
Developing and managing of online strategies, including maintenance of the web editorial calendar; liaising with WPO and attending regular web editorial meetings.
Preparing original content or editing, packaging and adapting existing content for the web; suggesting and initiating translations into other languages.
Reviewing and monitoring sites for quality and timeliness, as well as for compliance with Bank information management procedures and practices.
Developing and leading implementation of online campaigns (content marketing) to target key audiences, and measuring success in achieving them.
Conceptualizing, scripting and creating multimedia content such as slideshows, informational graphics, videos, etc
. Suggesting, soliciting and coordinating blogs and other social media.
Ensuring that web content is optimized for search engines and complies with Bank’s technical and editorial standards.
Compiling and publishing metrics reports follow-up recommendations; establishing and managing key performance indicators.
Planning and integrating the use of social media and other audience engagement tools as part of the web communication strategy; liaising with online officers across the Bank in areas such as social media outreach and cross-marketing of content.
Initiates site performance tests and works with WBI’s technical team on bug reporting and fixes, and system upgrades.
Acting as the VPU web coordinator for WBI liaising closely with WPO to ensure that WBI units implement the Bank’s web policy and standards; maintains the WBI portion of the Bank’s online web directory;
Coordinates VPU response on corporate web projects, including site remediation and transition; partners closely with WPO.
Reviews all requests from the VPU for new websites and social channels, identifying any concerns (compliance, quality) prior to VPU Web Liaison approval.
Participating in related web governance groups to represent WBI’s views, sharing knowledge, and ensuring good practices.
Selection Criteria
Master’s or bachelor’s degree in Communications, International Relations/Public Affairs, Journalism, Marketing, Political Science or other related disciplines, with a minimum of 5 years (with master’s) or 10 years (with bachelor’s) of relevant experience.
A minimum of five years’ experience in writing and/or editing for the web.
Proven writing and editing skills, with an excellent command of English; other languages are a plus, and an ability to convey complex ideas in a creative, clear, direct, and lively style.
Ability to initiate and manage a continuing editorial process and to conceptualize and execute the online packaging of content.
Strong diplomatic, interpersonal, and team skills; demonstrated client orientation; sensitized in working in a diverse and multicultural environment.
An in-depth understanding and problem-solving approach to project management as it relates to complex, multifunctional projects.
Ability to leverage online communication tools and methodologies (such as online monitoring, web analytics, or other online measurement tools) and to lead research efforts that identify and map project stakeholders or intended audiences, and to develop and analyze online communications performance indicators.
Knowledge and applied work experience in social media principles and Web 2.0 technologies sufficient to execute, lead or advise others in assuring that upcoming online communication and audience engagement tools and channels are fully leveraged.
Ability to prioritize, work well under pressure and capably handle/juggle multiple tasks within tight deadlines. Experience working with cross-functional teams.
Experience producing for the web and a basic working knowledge of software packages for page formatting, image management, videos, and content preparation (HTML, Photoshop, and similar software preferred).
Experience in search engine optimization and online marketing. Shortlisted applicants will be tested for a wide array of the skills described above.
