Background / General description
The Securities Market Group (SMG) is a global leader in assisting emerging market countries in building local securities markets, with a focus on debt securities. As a joint IFC/World Bank team, and part of the Global Capital Markets Development Department, SMG provides technical assistance and intellectual leadership to support development of local bond markets. The demand for domestic securities markets, particularly bond markets, is growing in emerging market countries to improve fiscal and monetary management, strengthen yield curves and benchmarks, finance key development areas such as housing and infrastructure, and provide investment outlets for growing institutional investors like pension funds. SMG works closely with in-country counterparts across a range of relevant areas including policies, regulations, market infrastructure such as trading and settlement mechanisms, and the capabilities of market participants. The team interacts closely with World Bank regional and Treasury departments. SMG is looking for a Lead Securities Market Specialist to provide senior level expertise and management capabilities to contribute to the group’s overall activities and to lead the group’s global operations on government debt markets. More specifically to: Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 2 year renewable term appointment.

Duties and Accountabilities
# Design and manage projects and advise emerging market countries on development of particularly local government debt markets
# Set strategy for the World Bank’s global government debt market operations
# Build and manage relationships with key government and industry officials in emerging and developed markets for knowledge and contacts
# Educate the World Bank and industry and government leaders on government debt market trends and best practices. Prepare materials and publications for broad distribution.

Selection Criteria
# The ideal candidate will possess the following qualifications: Accomplished senior securities market professional
# Extensive experience in and strong knowledge of government debt markets and debt management, and industry/DMO experience combined with knowledge of market development
# A MA +15 years of relevant professional experience; or PhD + 12 years of relevant professional experience in finance or economics.
# Strong management skills, with proven ability to oversee implementation of a global program
# Strong analytical, and communication skills, including proven ability to publish
# Demonstrated ability to work effectively with high level officials in government and the private sector with strong government and industry contacts The position is based in Washington, DC.
