Background / General description
The Gender Unit of the World Bank (PRMGE) serves as the focal point for teams across the institution working on gender-related issues. Housed in the Poverty Reduction and Economic Management (PREM) Vice Presidency, it provides services to regional teams and client partners, using communication channels as a strategic tool. As part of Bank-wide efforts to improve outreach to audiences, PRMGE is looking to strengthen its web operations. The Gender Online Communications Officer reports directly to the Gender Manager and secondarily to the PREM Vice Presidency’s Senior Communications Officer, who will oversee the web team across the Vice Presidency. He or she will also work closely with the other communications focal points and task team leaders as required.
Duties and Accountabilities
As a member of the PRMGE and PREM Communications Team, the Gender Online Communications Officer will have primary responsibility for preparing and implementing a strategy for online dissemination of PRMGE activities and products and, following implementation of the Bank’s new web content management system, for designing and creating a Gender web topic section for the Bank. The incumbent will also support day-to-day online communication, including:
Ensuring that the Bank’s online content on gender issues is aligned with network, topic, and corporate priorities, as well as with knowledge management web-related policies,
Reviewing, editing and writing content for web publication,
Preparing and maintaining a web editorial calendar for gender as a topic in coordination with network and corporate communications staff,
Applying editorial processes and approval workflows in the Bank’s web content management system,
Working with units in writing or commissioning specific content to be written by Bank staff engaged in gender programs,
Providing input on developments and trends in PRMGE to the PREM anchor web team and others engaged in web publishing,
Reviewing and monitoring sites for quality and timeliness,
Overseeing user research and determining audience needs; acting on audience feedback,
Developing online campaigns (content, marketing) to target key audiences, and measuring success in achieving them, and
Managing and contributing to social media activities developed within Vice Presidency strategies. The Gender Online Communications Officer supports the PREM Vice Presidency’s Online Communications Officer in raising the visibility and improving the structure of PREM’s online communications, particularly by:
Translating strategic objectives into online communication action plans,
Implementing these action plans, using social media, multimedia, and other tools where relevant,
Identifying opportunities to use existing and emerging online tools; providing support for current and emerging online communication channels, and
Participating in related web governance groups, sharing knowledge and ensuring good practices within the business unit.
Selection Criteria
Master’s or bachelor’s degree (or equivalent) in interactive communications, journalism, marketing or other related field, with a minimum of 5 years (with master’s) or 10 years (with bachelor’s) of relevant experience,
At least five years of experience working on editing and writing for the web,
Proven writing and editing skills, with a strong command of English and an ability to convey complex ideas in a clear, direct, and lively style,
Ability to initiate and manage a continuing editorial process and to conceptualize and execute the online packaging of content,
Strong diplomatic, interpersonal, and teamwork skills; demonstrated client orientation; sensitivity to working in a multicultural environment,
An in-depth understanding and problem-solving approach to project management as it relates to complex, multifunctional projects, with strong investigative/research skills,
Knowledge and applied work experience in social media principles and Web 2.0 technologies sufficient to execute, lead or advise others in assuring that online communication and audience engagement tools and channels are fully leveraged,
Ability to leverage online communication tools and methodologies (such as online monitoring, web analytics, or other online measurement tools) and to lead research efforts that identify and map project stakeholders or intended audiences, and to develop and analyze online communications performance indicators,
Experience producing for the web and a basic working knowledge of software packages for page formatting, image management, videos, and content preparation (HTML, Photoshop, and similar software preferred).
Ability to work capably under stress and to juggle multiple tasks within tight deadlines,
Experience working on cross-functional teams,
In-depth knowledge of international trends and political/economic issues, and
Experience in web analytics, search engine optimization, and online marketing. Academic qualification in economics or related social science would be an advantage.
