Job Description
RTI International’s Center for Stabilization, Governance and Growth (CSGG) (http://www.rti.org/governanceandgrowth) is currently accepting applications for the position of Agriculture and Rural Development Specialist. CSGG manages international development programs funded by the U.S. Agency for International Development (USAID), World Bank, Inter-American Development Bank, Asian Development Bank, private institutions, and other donors, specializing in the following technical areas: economic growth, local economic development, decentralization, local governance, service delivery, and public finance.
RTI is significantly expanding its capabilities to implement forward-thinking economic growth strategies worldwide. There is great demand for practical, multi-dimensional, and results-based economic development in municipalities, regions and countries. New and current staff will be the drivers behind this exciting expansion and this is one of several positions presently under recruitment. RTI’s investment in this technical area offers significant professional growth in a leading consulting and research organization.
Job Details:
This position requires a background in agricultural business development, international market development and related areas of value-added small and medium enterprise development and public policy.
***The successful candidate will be part of a new technical team within RTI and will bring an established network within the donor population to include USAID, USDA, World Bank or DOD* **
Responsibilities
# Lead new programmatic strategies and activities for agriculture-related economic development. This includes refining technical approaches and strategies as well as developing new tools.
# Effectively represent RTI’s approaches to these issues, and continuously seek feedback from USAID, USDA, DOD and other US Government agencies, the World Bank, and host country governments. Carry out short-term technical assistance to RTI’s global portfolio of projects.
# Mentor and supervise staff and back-stop field projects as required.
# Maintain constant, open communication with key agriculture sector partners/competitors and possible project consultants.
# Support and lead proposal efforts for new business.
# Collaborate with colleagues across RTI on technical, administrative, and strategic planning initiatives. Analyze economic growth issues and data as well as author descriptive, analytical, and methodological reports.
Qualifications
MA in agricultural economics, agronomy, business administration, regional planning and development, or a related field
# Ten years of related short-term and long-term experience in developing countries is required.
# Must have experience designing, managing and implementing field-based projects. Experience managing and being an effective team member in proposal development, and participation in business development. USAID experience in at least two of these areas is required.
# Prior technical experience in several of the following broad programmatic areas is desirable: agricultural productivity improvements, agro-industry and/or small enterprise development, export market products, value chain analysis and upgrading, pro-poor markets. Prior experience designing and implementing programs with USAID, USDA, World Bank, IDB, the Department of Defense (DOD), and/or other donors is required.
# Experience in related areas of economic development—e.g., strategic planning, development finance, infrastructure, and MSME development is also desirable. The successful candidate will have prior experience in several of these areas and be able to creatively apply that experience and new methodologies to a variety of country and sector environments.
# Excellent soft skills are required, including strong interpersonal skills, being a team player, having a problem-solving attitude, and a being a self-starter who can work independently.
# Field experience in at least three country contexts, spanning more than one region, is desirable.
# Strong writing skills in a variety of contexts (proposals, client reports, briefings to clients or senior management, email).
The position can be based in Washington, DC or at RTI’s headquarters in RTP, North Carolina. International and domestic travel is required.
