Position: Contracts Administrator

The Contract Administrator is responsible for contract administration functions for major international and US Government contracts in the international development field. S/He will manage prime and sub-tier government contracts, maintain compliance with regulations and accounting standards and will work with management to identify risks and opportunities within contract vehicles. S/He will develop internal systems that ensure contract compliance.
This position works closely with the Proposal Budget Specialist in the interpretation, budget development and final submission of responses to all business opportunities.
Key Responsibilities Include:
Acts as the focal point of contact with the customer for all contractual matters and is a liaison with customers and internal departments for all matters affecting contracts. Negotiate final terms and conditions with Contracts Officers.
Prepares compliant corporate contract templates including but not limited to subcontracts, teaming agreements, purchase orders, and consulting agreements.
Assists the Proposal Budget Specialist in compliance and accuracy of proposal budgets.
Reviews prior to final approval all contract related documents including but not limited to subcontracts, purchase orders, and consulting agreements.
Reviews subcontract proposals, negotiates terms and conditions, and issues subcontract agreements.
Manages sub-contract agreements, reviews spending and LOE, manages cost splits and revisions and reviews invoicing as needed
In conjunction with the Proposal Budget Specialist, responds to contract budget modification requests
Reviews and submits contract modifications to prime and sub contracts
Participates in contract start-up, implementation, and close-out procedures ensuring compliance with terms and conditions of the contractual agreement and USG policies and procedures.
Supervises the issuance of corporate and project related requests for quotations (RFQs).
Maintains corporate compliance in the U.S. Federal government and multilateral donor databases including ORCA, etc.
Advise on the implementation of grants under contract.
Participates in and/or conducts front end strategic assessment of business pursuits, contract negotiation, contract administration, and customer contact activities to provide for proper fulfillment in accordance with company policies, legal requirements, and customer specifications.
Reviews statements of work and specifications within business offerings to identify contractual risks and obligations, and offers solutions to mitigate contractual/program risks.
Compiles and analyzes data, and maintains historical information.
Develops negotiation strategies for management’s approval.
Bachelor’s Degree in an appropriate discipline and 5 to 10 years of progressive contract administration experience, including a full range of Government service and supply contracts, CPFF, FFP, T&M, and CPAF contract types. Certified Professional Contracts Manager (CPCM) certification preferred. Masters Degree in a related field preferred.
Experience administering USAID and USG long-term overseas contracts preferred.
Strong demonstrated knowledge of contract terms and conditions, including FAR/AIDAR, and ability to perform tasks without appreciable direction.
Experience developing solutions to complex problems and providing contractual advice and analysis to ensure that the business achieves its financial objectives.
Knowledgeable of Federal Travel Regulations and GSA schedules;
Demonstrated understanding of how terms and conditions affect prices and schedules
Demonstrated ability to conduct timely negotiations and resolve customer issues, and optimize cash flow in contract management and negotiations.
English fluency required; excellent communication skills, and ability to provide briefings to management and customers.
Must have the ability to obtain a security clearance to access classified information.
Experience with Subcontract administration, including NDA’s & Teaming Agreements.
Willingness to travel globally, including to conflict and post-conflict nations
US Citizenship or Permanent Authorization to work in the US is required.
