PSI seeks a Subaward Officer to provide the necessary support and management to ensure compliance with Funder subaward management requirements. This includes supporting the development of systems to track subawards issued across PSI and related monitoring and tools and templates. This position will work with Grants and Contracts staff globally to support best practices for subaward management, ensure that Funder requirements are known and applied as consistently as possible across the organization and that local requirements are reflected in process flows. The position is based in Washington, D.C. and reports to the Subaward Manager. Works to the highest ethical standards for award management and support sharing of best practices and tools.
RESPONSIBLITIES:
• Support the interpretation and application of donors rules, regulations and requirements as they relate to Subawards and Subcontracts
• Review and help develop policies and procedures to facilitate adherence to both PSI’s policies and procedures and the appropriate donor rules and regulations for the management of Subawards and Subcontracts. Primary donors include, but are not limited to, the Global Fund, USAID, CDC, DFID, KFW, and private foundations
• Assist staff in the review and negotiation of Subawards, Subcontracts and budgets as needed
• Provide support for the development of donor specific tools and update or revise current tools to be used by the Field, Grants & Contracts and Program staff as appropriate to assess and select Subrecipients/Subcontractors, manage and monitor Subrecipients and Subcontractors and timely close-out of Subawards and Subcontracts. Tools may include, but are not limited to, Subaward and Subcontract formats, Subaward and Subcontract management manuals by donor, standard reporting and deliverable formats, pre-award evaluation and post-award monitoring checklists for technical and financial performance
• Support development of training around subawards for Field, Grants & Contracts, and Program staff on the use of Subaward/Subcontract management tools
• Work with Program staff to help them monitor USG Subrecipient and Subcontractor performance, including collection of annual audit reports
• Support development of system to track Subawards and Subcontracts that can be incorporated into or complement current database systems
• Run quarterly reports on all PSI Subawards and Subcontracts for Subaward Manager and Contracts Director
• Support Subaward Manager in the preparation of responses to audit requests and donor specific reporting requirements for Subawards and Subcontracts
• Help to establish Subaward & Subcontract files management procedures and develop procedures to enter pertinent information into Lawson database
• Conduct regular internal reviews of samples of Subrecipient and Subcontractor files to verify compliance of documentation
• Support the training of trainers course for Field/Program staff so they may train the Subrecipient and Subcontractor staff on managing Subawards or Subcontracts issued by PSI including donor specific rules, regulations, policies, finance & program management, and reporting
• Help maintain all PSI policies and procedures concerning PSI’s relationship with Subrecipients and Subcontractors. This includes maintenance of the PSI Subaward/Subcontract management manual and donor specific rules and regulations governing Subawards and Subcontract
• May serve as primary reviewer, negotiator, and point of contact for Subaward and Subcontract officers on large and complex initiatives once a Prime award or contract has been awarded
• May assist with subaward closeout
• Other duties as assigned
QUALIFICATIONS:
• MS/MA/MBA or equivalent years or experience
• 2-4 years in international Prime and/or Subaward/Subcontract administration. Additional years of relevant work experience may be substituted for educational requirement
• Previous experience with international nonprofit organization preferred
• Previous experience in training using adult learning techniques preferred
• High level of attention to details in all aspects of work responsibilities
• Excellent interpersonal skills to effectively interact with all levels of staff and sub-recipient award recipients
• Good oral and written communications skills to effectively communicate with Subrecipients/Subcontractors and PSI staff
• Working knowledge of database applications, word processing and Excel, as well as experience with accounting software
• Ability to read and understand award terms and conditions
• French language skills desired
