Job Vacancies OBJECTIVES OF THE PROGRAMME :
Promote, coordinate and implement technical cooperation activities to reduce health, social and economic burden of communicable and non-communicable diseases , focusing in the surveillance, prevention and control, in ways that are technically sound and appropriate for the culture and society and strives to achieve sustainable impact through strengthened country capacity and effective inter-country collaboration, and to strengthen the coverage and quality of the health and vital statistics in the Region as the national capacity to monitor their health situation.

Job Vacancies Description of duties:
Under the general supervision of the Manager, Health Surveillance and Disease Prevention and Control (HSD) and the direct supervision of the Manager, United States-Mexico Border Office (FO/USMB), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:
a) Provide technical cooperation for the diagnosis of health problems, as well as the identification of risk factors, methods, and technologies for their control; technical cooperation activities related to communicable diseases and health analysis and statistics; collaborate in the implementation of the International Health Regulations (IHR);
b) Provide technical advice and contribute to the development and maintenance of core data and basic health indicators in the U.S. – Mexico Border cities and municipalities/counties; promote analytical methods to identify gaps and priorities to demonstrate health trends and inequalities in health;
c) Develop, update, maintain, and disseminate mortality and morbidity profiles in the United States – Mexico Border States, counties, municipalities and cities along the border;
d) Support the promotion, preparation, and development of projects, dealing with the collection and analyses of data pertaining the health situation of border states, specially disaggregated by border counties, municipalities and cities on both sides; estimate the magnitude of problems, evaluating and relating the appropriate technology for specific interventions and maintaining trend analysis;
e) Cooperate in the development and strengthening of human resources in public health at all levels in institutions involved in the prevention and control of diseases and health services, through the identification of the training necessities in epidemiology and support the development of courses and seminars;
f) Provide technical advice and support border initiatives for the strengthening of surveillance, prevention, control and management of cases and outbreaks of communicable diseases , including tuberculosis, HIV/AIDS and sexually transmitted infections, influenza and neglected diseases among others;
g) Develop or support border initiatives for the strengthening and surveillance of chronic non-communicable diseases surveillance and research, including diabetes, cardiovascular diseases and cancers, as well as its major risk factors, such as obesity and lack of physical activity;
h) Represent the PAHO/WHO USMBO in all Bi-national meetings and activities concerned with public health and epidemiological surveillance and exchange of information, including existing initiatives and participate in strengthening collaboration among stakeholders;
i) Collaborate with federal, state and local authorities with the comprehension and countries role and responsibilities to the International Health Regulations (IHR-2005), particularly in regards to international ground crossings; as well as collaboration in all matters and activities related to early warning, outbreak investigation and immediate response.
j) Provide technical support for the development of the Border Virtual Health Library;
k) Disseminate appropriate and relevant scientific and technical information on the health of the U.S. – Mexico border region, regarding the distribution of diseases, progress in medical and epidemiological investigation, and training opportunities in epidemiology; prepare the core data publication, the health in the Americas chapter for the U.S.-Mexico border;
l) Support the analysis and evaluation of public health policies and public health programs of the U.S.-Mexico border;
m) Support and stimulate research initiatives, including the promotion and development of networks for the generation, coordination, analysis, and evaluation of epidemiological and public health studies in both sides of the border;
n) Collaborate in the preparation of biennial programs and budgets, semiannual workplans and periodic evaluations for assigned projects;
o) Cooperate and collaborate with other projects to achieve efficient coordination of activities, systematic utilization of resources and comprehensive development of study, research and analytical capacities required for the control of communicable and non-communicable diseases ;
p) When called upon to directly supervise staff, establish clear work objectives, conduct timely and effective performance appraisals, provide coaching and feedback, and support staff development opportunities;
q) Perform other related duties, as assigned

Education:
Essential: A university degree in a health-related profession and a master’s degree in epidemiology, public health or related field from a recognized university

Evaluation of technical cooperation interventions:
Evaluates criteria for the interventions at the process, management, and outcome level, in addition to technical cooperation evaluation plans, in keeping with the PAHO’s strategic direction.

Works in an objective manner to obtain and apportion resources (financial and non-financial) according to need. Supports and advises technical areas to enable best use of resources are aligned with the mission and vision of the Organization. Is able to work in a multicultural environment. Job Vacancies Technical Expertise
* Theoretical and practical knowledge of epidemiological methods and biostatistics and their relation to communicable and non-communicable diseases .
* Demonstrated ability in the application of epidemiological techniques and procedures for analyzing the magnitude of diseases or conditions affecting the health of the population, determining factors which influence the magnitude of these diseases or conditions and applying and evaluating selected interventions designed to reduce the magnitude of these diseases and conditions.
* Managerial skills for the development, implementation, and analysis of technical cooperation programs and activities, including budget programming and control.
* Professional expertise in promotion of the health, preventive public health , communicable diseases , health services, and administrative development.

Job Vacancies IT Skills
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint, SharePoint and Outlook. Other IT skills and knowledge of other software programs such as Visio and Project would be an asset.

Experience:
Essential: Nine years of combined national and international experience in activities related to the application of epidemiological principles and methods to disease surveillance , health care planning, training and/or research.

Languages:
Very good knowledge of Spanish or English, with a working knowledge of the other language. Knowledge of French and/or Portuguese will be an asset.
