OBJECTIVES OF THE PROGRAMME :
Develop sound technical cooperation programs that develop and strengthen primary health care based health systems, health policies, health services and programs, technologies and medicines, health investment and financing, health research and development of human resources for health. Support country and territory capacities, facilitate inter-country networks and cooperation, and implement and evaluate inter-sectorial approaches.
Description of duties:
Under the general supervision of the Manager, Health Systems based on Primary Health Care, (HSS) and the direct supervision of the Senior Advisor, Essential Medicines and Health Technologies (HSS/MT) the incumbent is responsible for, but not limited to, the following assigned duties:
a) Contribute to the development of objectives, strategies, policies, norms, guidelines, procedures and evaluation processes for the Organization’s technical cooperation programs concerning regulation, quality control and quality assurance of vaccines and biotechnological products in the Region;
b) Promote activities aimed at the development of vaccines required for the Region through a concerted action among biological laboratories and research institutions existing in the countries and outside the Region in a global approach which encompasses regulatory and quality assurance activities;
c) Provide technical support to National Regulatory Authorities (NRA) on vaccines and biotechnological products regulation; coordinate meetings with NRA representatives and experts in the field of vaccines and biotechnology;
d) Perform activities as the Organization’s Secretariat for the Working Groups of Vaccines and Biotechnological products as part of Pan American Network for the Drug Regulatory Harmonization (PANDRH).
e) Promote the establishment of a network of Quality Control Laboratories in the Region aimed at strengthening the vaccine and biotechnological products quality control system and the organization and implementation of vaccines and biotechnological quality surveillance programs;
f) Provide technical advice on matters related to the regulatory aspects and quality assurance of vaccines and biotechnological products and their procurement through the Organization, including Revolving Funds, and their evaluation for compliance against international standards;
g) Provide information on requirements and updated techniques for biological production and quality control to Member Countries;
h) Secure facilities for the internal and external control of vaccines and biologicals at international reference laboratories;
i) Collaborate with other projects, within or outside the Entity to achieve effective coordination of program activities and appropriate utilization of resources;
j) Mobilize national and international resources to support the implementation of programs under areas of responsibility;
k) Contribute to the preparation of biennial programs and budgets (BWP), semiannual work plans and periodic evaluations for assigned projects; participate in the annual performance evaluation of the Entity;
l) When called upon to directly supervise staff, establish clear work objectives, conduct timely and effective performance appraisals, provide coaching and feedback, and support staff development opportunities;
m) Perform other related duties, as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential:
A university degree in one of the health and/or biological sciences and a master’s degree in biological sciences or laboratory sciences oriented to biological products from a recognized institution.

Technical Expertise
Possess knowledge and skills in the areas of organization, management (including planning, financing, organization, staffing, directing and controlling) of all phases of research, development, production, regulation and quality control of vaccines and biologicals.
Knowledge and skills in project planning, management and evaluation, including resource mobilization and grant management.
Knowledge and skills in the formulation of technical cooperation interventions and in the development of criteria and instruments for evaluating program interventions
Strong public health and strategic thinking background showing resourcefulness, initiative, leadership qualities, skills to deals with difficult situations and sensitive areas; demonstrated ability to identify, assess, analyze, synthesize and provide recommendation on key political and technical issues.
Strong interpersonal skills, diplomacy and tact to effectively communicate with senior level officials, multiple stakeholders and professionals from diverse cultural and professional backgrounds
Strong professional oral and writing skills, including the development of reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.
IT Skills
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint, SharePoint and Outlook. Other IT skills and knowledge of other software programs such as Visio and Project will be an asset.
Experience:
Essential:
Nine years of combined national and international experience, with at least two years at the international level, in the planning, organization, management and/or evaluation of regulation and quality assurance systems for vaccines and biotechnological products. At least two years of technical cooperation programs and activities concerning regulation and quality assurance for vaccines and/or biotechnological products.
Languages:
Very good knowledge of English or Spanish with working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.
