OBJECTIVES OF THE PROGRAMME:
Develop sound technical cooperation programs that develop and strengthen primary health care based health systems, health policies, health services and programs, technologies and medicines, health investment and financing, health research and development of human resources for health. Support country and territory capacities, facilitate inter-country networks and cooperation, and implement and evaluate inter-sectorial approaches.
Description of duties:
Under the general supervision of the Manager, Health Systems based on Primary Health Care (HSS), and the direct supervision of the Senior Advisor, Health Governance, Policy and Planning, Public Policies and Research for Health (HSS/PR), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:
a) Provide technical advice to countries in the development of their national health policies, health sector strategic plans and budgets, with emphasis on the integration of various forms of insurance, primary health care and the extension of social protection in health;
b) Provide technical advice to countries to build their capacity for policy dialogue, efficient management of interactions between the social security, public and private sector and different social protection in health schemes, and quality assurance of technical support in the field of health systems;
c) Develop forums and partnerships with stakeholders, international and multilateral agencies, and civil society groups to advance the objectives of the program of work at the national and regional level;
d) Establish effective collaboration with sub-regional and regional agencies through joint planning and missions in countries, with special focus on the development and implementation of health systems strengthening work streams funded by various actors, especially by the Organization of American States (OAS);
e) Provide advice to countries and technical support mechanisms for developing project proposals using the principles of renewal of primary health care and extension of social protection in health;
f) Develop and coordinate collaborative networks with social safety institutions of the countries in order to advance in their networks, policies and finance integration with those developed by the National Health Authority (ASN).
g) Develop and coordinate an action strategy for the integration of private insurance to effective regulation and participation with social networks;
h) Analyze trends in the national political, socioeconomic and cultural environments to determine their implications for the development of social health policies and programs;
i) Mobilize national and international resources to support the implementation of programs and activities under areas of responsibility;
j) Compile, analyze and disseminate evidence-based information on development and advances made in the area of social protection and social health insurance schemes;
k) Collaborate in the preparation of the Biennial Work Plan and the execution of international cooperation, including the analysis of political, technical and socioeconomic realities;
l) When called upon to directly supervise staff, establish clear work objectives, conduct timely and effective performance appraisals, provide coaching and feedback, and support staff development opportunities;
m) Perform other duties as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential:
A university degree in one of the health, social or management sciences and a master’s degree in public health, health administration, health policies and planning, public policies, health economy or related field from a recognized university.

Supports and advises technical areas to enable best use of resources are aligned with the mission and vision of the Organization. Is able to work in a multicultural environment. Technical Expertise
Knowledge and skills in primary health care, health care services to underserved populations and areas, equity in access to health care services, and strategies to overcome barriers to accessing basic health care services.
Knowledge in Health Economics and financing mechanisms applied to PHC based Systems and social protection in health. Expertise in policy formulation, regulation, financing (especially in social security insurance), public health functions and public, private and social insurance.
Possess knowledge and skills in the areas of organization, management (including planning, organization, staffing, directing and controlling) and provision of health case services (including primary, secondary, and tertiary care and public health services), specially those related to operation or management of primary health attention and family health, design and evaluation of health-care services based on evidence and effective costs, monitoring and evaluation of hospital performance.
Strong skills and expertise in health technologies assessment and management, including design and implementation of essential technologies and services according to epidemiological needs, financial capacity and peoples preferences.
Theoretical and practical familiarity of concepts and methods applicable to health services and systems management, including human resources development, health systems research and social security.
Ability to identify and recommend best approaches in matters related to social health insurance activities, proposals and or mix of resources that meet the specific needs of countries.
Strong public health and strategic thinking background showing resourcefulness, initiative, leadership qualities, skills to deals with difficult situations and sensitive areas.
Strong professional writing skills including development of reports, oral presentations and technical documents for consideration at the highest level of the Organization.
IT Skills
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint, Share Point and Outlook. Other IT skills and knowledge of other software programs such as Visio and Project would be an asset.
Experience:
Essential: Nine years of combined national and international experience in public or social insurance health systems, with a minimum of four years experience in operational work for the delivery or regulation of health services.
Desirable: Experience in first level management of social insurance agencies would be an asset.
Languages:
Very good knowledge of English or Spanish with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.
