OBJECTIVES OF THE PROGRAMME :
The PASB Management Information System (PMIS) Modernization Project is a four-year project that will define the administrative and operational business model of the Pan American Health Organization/Regional Office of the Americas of the World Health Organization (PAHO/WHO) and implement new information systems to support that model across all levels of the Organization (regional, sub regional, and country). The project will replace existing information systems serving Program Planning, Finance, Procurement, Human Resources, and Payroll.

Description of duties:
Under the general supervision of the Manager, Planning, Budget and Resource Coordination (PBR) and the direct supervision of the Special Advisor, PASB Management Information System (PMIS), the incumbent is responsible for the following assigned duties:
a) Provide technical advice for the development and implementation of the PASB Management Information System (PMIS).
b) Produce the Technical Environment plan to support the modernized PMIS, and ensure that the hosting and telecommunications requirements are satisfied so as to provide adequate performance of the new system.
c) Manage all contractors working on the Project other than the System Integrator.
d) Develop the Organizational Change Management Plan and lead the activities contained therein.
e) Lead Risk Management activities and produce and maintain the Risk Register.
f) Coordinate quality control of deliverables and supporting work.
g) Coordinate Management and Change Control activities.
h) Support the planning and scheduling of tasks and resources and advise their realignment and changes of task dependencies.
i) Produce the resource acquisition and management plan.
j) Support the management of Project resources (including budgeting and resource acquisition).
k) Develop Requests for Information (RFIs), Requests for Proposals (RFPs), and vendor evaluation criteria when contracting for products and services related to the Project, and lead the related specification of requirements.
l) Develop and implement methods to monitor the Project and report on progress and issues.
m) Develop the Project Communications Plan and produce necessary communications documents for both internal and external stakeholders.
n) Act as Project Manager, when needed
o) Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS
Education:
Essential:
A bachelor’s and master’s degree in one of the following fields: Computer Science, Information Systems, Systems Engineering, Engineering, Mathematics, or Business Administration from a recognized university.

Desirable:
Certification as Project Management Professional (PMP) or equivalent is desirable.

–Skills in specific products including Windows, networking, SQL Server, Microsoft.net, Visual Basic, business intelligence, and data modeling software.

IT Skills
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office, Word, Excel, PowerPoint, SharePoint, and Outlook. Other IT skills and knowledge of other software programs such as Visio and Project is required, in addition to the technical areas outlined under technical expertise.

Experience:
Essential:
Nine years of combined national and international work experience in business analysis and software engineering.

Desirable:
Managerial experience in software implementation would be an asset.

Languages:
Very good knowledge of English with working knowledge of Spanish. Knowledge of French and/or Portuguese would be an asset.

US$72,373.00 with primary dependants

Post Adjustment:
44.6 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
