OBJECTIVES OF THE PROGRAMME :
Develop sound technical cooperation programs that promote and strengthen primary health care based health systems, health policies, health services and programs, technologies and medicines, health investment and financing, health research and development of human resources for health. Support country and territory capacities, facilitate inter-country networks and cooperation, and implement and evaluate inter-sectoral approaches to improving health.
Description of duties:
Under the general supervision of the Manager, Health Systems based on Primary Health Care (HSS) and the direct supervision of the Senior Advisor, Integrated Health Services (HSS/IS), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:
a) Develop regional technical cooperation programs/activities related to the organization, management and delivery of health care services, particularly in the areas of primary care services and the extension of basic health services to underserved populations/areas.
b) Provide technical advice to Member States in the development and/or adaptation of their national health policies, strategies, plans and/or programs in support of the implementation of PHC based health systems.
c) Develop norms, standards, guidelines, tools and new technologies for the advancement of Primary Health Care (PHC) based health systems.
d) Support the process of monitoring and evaluating the performance of health systems and services.
e) Collaborate in inter-programmatic activities, emphasizing collaboration with priority programs through joint planning and missions in countries, particularly those related to the achievement of the Millennium Development Goals (MDGs).
f) Develop knowledge management and operations research initiatives related to health systems and services, with emphasis on PHC.
g) Support the Regional Task Force and Cross-Organization Team (COT) on PHC, including interactions with WHO’s Global Task Force on PHC.
h) Collaborate in the development and implementation of alliances and networks in support of PHC, including the exchange of experiences among countries.
i) Support countries in building partnerships for health services strengthening engaging politicians, other sectors, NGOs, community based and other civil society organizations, and other relevant regional stakeholders.
j) Provide support to countries to build their capacities for policy dialogue and management of interactions with the international donor community, including harmonization and alignment of international cooperation in health.
k) Disseminate appropriate and relevant scientific and evidence-based technical information in support of PHC.
l) Promote the mobilization of national and international resources in support of the Project’s programs and/or projects.
m) Participate in the preparation of the Project’s Biennial Work Plan (BWP), budget and technical evaluation reports.
n) When called upon to directly supervise staff, establish clear work objectives, conduct timely and effective performance appraisals, provide coaching and feedback, and support staff development opportunities.
o) Perform other related duties, as assigned.
REQUIRED QUALIFICATIONS
Education:
A university degree in one of the health, social, or management sciences and a master’s degree in public health, health systems/services administration, management or other field related to public health from an accredited institution.

Technical Expertise
– Expert knowledge in the organization, management and delivery of health care services, particularly in primary care services, including community and home-based care, as well as referral systems to specialized care.
– In-depth knowledge in health care services operations research including family and community approaches to primary care services.
– In-depth knowledge and understanding of the clinical aspects and essential interventions to support the health growth and development of all members of a family.
– Knowledge and skills in the formulation of technical cooperation interventions and in the development of criteria for evaluating program interventions and evaluations with emphasis on health care services.
– Expertise in formulating project proposals for external financing.
– Expertise in strategic thinking, planning of human resources for health, information systems, political and stakeholder analysis, communication, negotiation methods, leadership development, health system performance.
– Strong professional oral and writing skills including the development of reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.
IT Skills
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint, SharePoint and Outlook. Other IT skills and knowledge of other software programs such as Visio and Project will be an asset.
Experience:
Nine years of combined national and international experience in areas related to health systems development, health services organization, management and delivery, and extension of basic health services to underserved populations/areas. Experience should include direct provision of primary care services, preferably as part of a multidisciplinary team that provides preventive and integrated care with a family and community approach, as well as management of health care services at both the facility and systems levels, for both elective and emergency care services. Experience should also include at least one year of participation in international technical cooperation projects and initiatives in health services development or other health related international activities.
Languages:
Very good knowledge of English or Spanish with working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.
