Organizational Setting and Reporting
This position is located in the Office of Information and Communications Technology, Knowledge Management Service. Incumbent reports to the Chief of Section.

Responsibilities

Within limits of delegated authority the Information Systems Officer will be responsible for the following duties:
Participate in the conceptualization, strategy development, justification, design and implementation of major enterprise knowledge management systems initiatives that may include document management, records management, digital assets management, document imaging and scanning, collaboration and Web Content management;
Provide expert advice on complex systems analysis, design and training;
Develop plans for program management, product management, feasibility assessment, requirements specification, design including project plans, schedules, time and costs estimates, metrics and performance measures;
Report, track and monitor project progress against plans, requirements, quality measures, standard processes;
Liaise with users on all aspects and during all phases of development and implementation;
Be actively involved in the execution of the most complex aspects of the project (e.g. formulation of business requirements, systems analysis, development, etc.);
Develop, implement and monitor information standards and guidelines;
Participate in writing reports and papers for KMS, system requirements, best practice guides, policies, procedures, system documentation, technical user manuals, etc.

Knowledge of business analysis, requirements gathering and business process improvement methodologies. Strong analytical and problem-solving skills which include proficiency in business analysis and training development and delivery for systems of moderate size/complexity. Knowledge of project management disciplines and project execution using Prince 2 is desirable. Education

Advanced university degree (Master’s degree or equivalent) in computer science, information systems or related area or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible experience in project management, business analysis, business requirements gathering and business process analysis or related field is required. Experience in the knowledge management, document management or related field is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required. Knowledge of another UN official language is an advantage.
