Org. Setting and Reporting
The position is located in the Office of Information and Communications Technology, Infrastructure Management Service, Electronic Messaging Unit (OICT/IMS/EMU).
Responsibilities
The Messaging Unit operates 24 hours a day and 7 days a week. The incumbent will work an 8 hour shift on a rotational basis at different times of the day and night.
Under the supervision of the Supervisor of the Electronic Messaging Unit (EMU) of the Infrastructure Management Service, the incumbent is responsible for the following duties:
1. Coordinates and conducts routine day-to-day operations of the Electronic Messaging Unit; operates the UN secure communications network, providing encrypted transmission of messages between UN Headquarters and the field missions.
2. Performs system administration functions of the Graphnet messaging switch and the UN Secure Communications Network; updates and maintains messaging systems software and hardware.
3. Serves as team member in the planning, specification, design, development, implementation and support of messaging application systems; independently liaises with users to verify for the proper authorization of messages and send authorization requests when necessary
4. Installs computer and messaging application systems software and hardware according to specifications; monitors computer applications systems using appropriate monitoring tools and produces monitoring reports.
5. Participates in the development, testing, debugging and implementation of new messaging systems releases, modules and functionalities.
6. Provides technical support on system software and hardware issues; performs archiving, back-up and data recovery of database logs and e-mails.
7. Maintains functional specifications for messaging application systems, programs and procedures developed and/or modified.
8. Drafts correspondence and communications, including work plan revisions and other related issues, as well as prepares unit contributions for a variety of periodic reports and statistics.
9. Prepares technical user documentation for electronic messaging application systems, as well as training materials and conducts technical presentations
10. Keeps abreast of developments in the field; performs benchmarking and proposes new acquisitions.
11. Provides guidance to new/junior staff.
12. Performs other duties as assigned by Supervisor.
Competencies
Professionalism
- Familiarity with the UN’s information infrastructure, hardware, software and application systems as it relates to telecommunications and secure communications; knowledge of relevant programming language(s); understanding of the functions and organization of the work unit and of the organizational structure and respective roles of related units; knowledge of internal policies, processes and procedures generally and in particular those related to secure communications; ability to understand workflow and document flow processes; ability to gather information from a wide variety of standard and non-standard sources; ability to respond to changing requirements and assignments; demonstrated ability to apply good judgment. Strong computer skills. Ability to work with various information and communications security technologies with special focus on encryption. Familiarity with network and systems administration. Ability in working in information security operations, including processing, handling, classification and labeling of sensitive information. Shows pride in work and in achievement. Shows persistence when faced with difficult problems or challenges.
Communication
- Good communication (spoken and written) skills are especially important in dealing with high level officials in the Organization; ability to write reports and specifications and to explain and present technical information effectively and train/advise users on telecommunications and secure communications. Listens to others, correctly interprets messages from others and responds appropriately. Demonstrates openness in sharing information and keeping people informed. Speaks and writes clearly and effectively.

Education
High school diploma or equivalent is required. Technical certificates or university level courses in computer science and telecommunications or a related field are desirable.
Work Experience
A minimum of seven years of relevant and progressively responsible experience within the UN system in the field of telecommunications technology. Experience in utilizing MS Office applications is required. Experience in secure communications field is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and spoken English is required. Knowledge of another UN official language is desirable.
