Organizational Setting and Reporting
This position is situated in the New York office of the Office for the Coordination of Humanitarian Affairs (OCHA) and reports directly to the Under-Secretary-General/Emergency Relief Coordinator.

Responsibilities
Within delegated authority, the Director, Corporate Programmes, will be responsible for the following duties and will be responsible for additional specific duties from time to time as mandated by the Under-Secretary-General:
Direct and manage the policy, communications and corporate services of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in New York. Specifically, the Director supervises, both substantively and in terms of coordination/ people management, the Policy Development and Studies Branch (PDSB), the Communication and Information Services Branch (CISB), the Administrative Office and the Executive Office.
Co-ordinate OCHA’s relationship with intergovernmental bodies such as Economic and Social Council, the General Assembly and other policy-making organs;
Coordinate and oversee OCHA’s activities aimed at strengthening Partnership with Members States and the Private Sector;
In an advisory capacity to the Under-Secretary-General/Assistant Secretary-General, contribute to the formulation of OCHA’s overall strategies; contribute to the overall management of the Office’s activities and operations;
Provide leadership to the development of innovative and/or change management programs;
Formulate and implement the substantive work programme of the Branches and Offices under his/her supervision; determining, prioritizing, and allocating resources for the completion of outputs and their timely delivery;
Ensure that the outputs produced by the branches and sections under direct supervision maintain high-quality standards and that they comply with relevant mandates; that reports are clear, objective and based on comprehensive data.
Undertake or oversee the programmatic/administrative tasks necessary for the functioning of the branches/sections under supervision, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (ePerformance), interviews of candidates for job openings and evaluation of candidates;
Oversee the recruitment of relevant staff taking due account geographical and gender balance and other institutional values;
Manage, guide, develop and train staff under his/her supervision; foster teamwork and communication among staff and across organizational boundaries;
Chair meetings, seminars, etc., on substantive-related issues; represent the Organisation at international, regional, inter-agency meetings, seminars and conference; provide programmatic/substantive expertise on an issue, or hold programmatic/substantive and organizational discussions with representatives of other institutions;
Perform other related duties as requested by the senior management of the Organisation.

Education
Advanced university degree (Master’s degree or equivalent) in one or more of the following disciplines: law, social sciences, business or public administration, management or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of fifteen years of progressively responsible experience in the substantive areas of relevant competency/professionalism, strategic and programme planning, public administration or related field. Senior managerial experience in multi cultural international organization with extensive field operations is required, including experience in managing complex financial resources or human resources. Proven track record of excellent management and technical leadership skills required. Experience in working in an international organization that has an intergovernmental structure/governance is highly desirable.

Languages

Fluency in oral and written English is required. Knowledge of a second official UN language(s) is highly desirable.
