Org. Setting and Reporting
The position is located in the Accounts Division, within the Office of Programme Planning, Budget and Accounts, Department of Management. The incumbent will report to the Unit Chief.

Responsibilities
Within delegated authority, the Finance Officer will be responsible for the following duties: Ensure financial reporting and maintenance of all relevant records in accordance with the Financial Regulations and Rules of the UN. Monitor, analyse transactions for entry into the accounting system (IMIS). Keep abreast and provide guidance on IMIS procedures and assist with provision of effective financial IT support. Ensure that appropriate internal controls systems are functioning in an efficient manner to ensure accurate financial reporting. Provide suggestions for harnessing financial technology solutions and implement better analytical tools. Provide advice and guidance concerning the United Nations’ Financial Regulations and Rules and financial policies, procedures and practices providing authoritative analysis of financial requirements. Assist with coordination of programmatic and audit matters, including responses to Internal and External Audits and monitoring of compliance with accepted recommendations. Assist in the coordination of the activities of the Division, including the streamlining of business processes and practices with a view to improving workflows and finding efficiency gains. Identifying and developing performance metrics to support the justification and re-alignment of resources within the Division.

Professionalism:
Knowledge of financial management principles and practices. Ability to apply conceptual, analytical and evaluative skills in developing, documenting and presenting advice on financial issues. Ability to conduct independent research and analysis, identify issues, formulate options and make conclusions and recommendations. Familiarity with UN Financial rules and regulations; Advanced computer skills including spreadheet and database applications.Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Education
Advanced university degree (Master’s degree or equivalent) in finance, business administration or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible experience in finance, audit, budget or business administration areas. Experience with financial, budget or statitical analysis in an international organization is required. Experience using large commercial ERP systems or IMIS is desirable.

Languages
English and French are the working languages of the United Nations Secretariat.
For this post fluency in English (both oral and written) is required, knowledge of French is desirable.Knowledge of another UN official language is an advantage.

Priority consideration for vacancies at the P3 level will be given to internal candidates and candidates who have passed a competitive examination. These posts are financed by the Support Account for Peacekeeping Operations. Extension of appointment will be subject to budgetary approval. The appointment of staff will also be limited to service on posts financed by the Support Account.
