Organizational Setting and Reporting
The positions are located in Sections I and IV (one position per Section) of the Peacekeeping Financing Division (PFD) in the Office of Programme Planning, Budget & Accounts in the Department of Management and each incumbent reports to the Chief of the Section.
PFD supports the Controller in exercising accountability for the financial resources made available by the Member States for peacekeeping operations, with a currently approved annual budget in excess of US$ 7 billion. The Division is committed to an ongoing change process to ensure the highest effectiveness and efficiency standards in budget preparation and presentation, including the mainstreaming of results-based budgeting. The working environment of peacekeeping operations is dynamic, and the PFD team is committed to meeting the corresponding demands. The main partners of the Division are the peacekeeping operations, the Department of Peacekeeping Operations, the Department of Field Support, the legislative bodies and troop – and formed police-contributing countries.
Under the guidance of the Section Chief, the incumbent is expected to analyze budget submissions, obtain clarifications and justifications and prepare budget and budget performance reports for small – to medium-size peacekeeping operations, to prepare financial implications for Security Council reports, and to administer related trust funds. Alternatively, the incumbent would coordinate the preparation of the overview report on the financing of peacekeeping operations, and prepare the report on the financial position of closed peacekeeping missions as well as the notes of the Secretary-General on the financing of United Nations peacekeeping operations. The incumbent supports the Director and the Section Chief in the presentation of budget proposals and budget performance reports, or the overview report and the report on closed missions, at the Advisory Committee on Administrative and Budgetary Questions and the Fifth Committee of the General Assembly, and prepares supplementary information. The incumbent also prepares allotments, staffing table authorizations, redeployments of funds, analyses and monitors budget implementation, initiates payments to troop – and formed police-contributing Governments for the settlement of liabilities, oversees the preparation of the weekly cash position of peacekeeping operations and prepares communication to donors on financial aspects of trust fund activities. The incumbent may be requested to perform other related duties assigned by the Section Chief, including team assignments for Division-wide initiatives.

Planning and organizing

Advanced university degree (Master’s degree or equivalent) in business administration, finance, or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of 5 years of progressively responsible experience in finance, administration, budget, business administration or related area is a requirement. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations. Proficiency in use of information technology tools for financial analysis and monitoring of budgets is required. Proficiency in use of office software, in particular Excel, Word and PowerPoint, is required. Strong writing skills are a requirement. Demonstrated experience in results-based approaches to budgeting is highly desirable. Experience in peacekeeping is desirable.
English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and spoken English is essential. Knowledge of another official UN language is desirable.
An essay exercise and a technical (Excel) test will be administered to eligible candidates, which may be followed by a competency-based interview depending on the results of the tests.
This position is financed by the Support Account for Peacekeeping Operations. Appointment of the successful candidate on this position will be limited to the initial temporary funding of the post. Further extension is subject to budgetary approval.
Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
