Position: Senior Program Officer/Program Manager-Governance

The National Democratic Institute for International Affairs (NDI) seeks a Senior Program Officer/Program Manager (depending on experience) to support NDI’s Governance Team. The Senior Program Officer is part of a functional team that manages non-region specific programming on governance and provides advice and guidance to NDI’s regional teams on the development, implementation, and evaluation of governance programs worldwide, including programs on parliamentary strengthening, local governance, constitutional reform, anti-corruption, and government transparency. The team also supports programming to strengthen the capacity of the executive branch to develop, implement, and evaluate policy in several countries

Responsibilities
Contributes to the planning/design, management, and evaluation of NDI projects related to: parliamentary strengthening, local governance, constitutional reform, anti-corruption, and government transparency;
Assists in overseeing parliamentary exchange programming, conferences, and other team projects;
Drafts and edits team documents, proposals, publications and reports;
Maintains collaborative relationships with international democratic development organizations, civic organizations in the U.S. and abroad, national and international grant-making foundations, parliamentary associations and partners, and NDI’s network of volunteer trainers and experts;
Monitors developments in democratic governance;
Represents NDI at conferences and meetings with legislative experts, funders/donors, and local stakeholders and assists with NDI’s public outreach;
Manages proposal development, reporting activities, and budgets for all assigned programs; provides a full, accurate, and timely accounting of all funds;
Travels as required to conduct legislative assessments; assesses new opportunities; participates in and evaluates current projects; and meets with key program contacts, political leaders, and others;
Mentors and guides junior governance team members; and
Assists in identifying and recruiting international trainers, experts, and volunteers for NDI governance programs.

Experience Required
Six (6) years (for Senior Program Officer and eight (8) for Program Manager, of relevant work experience in international development, democratic governance, or with legislatures or executive branch agencies in the U.S.;
Bachelor’s degree, preferably in International Relations or a related subject;
Graduate degree strongly preferred– additional years of relevant work experience may be substituted for this educational requirement on a one-for-one basis;
Living/working experience outside of the U.S. preferred; and
Authorization to work in the United States.
Substantial knowledge of at least one topic currently supported by the governance team, e.g., parliamentary strengthening, local governance, constitutional reform, anti-corruption, or government transparency;
Excellent interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders, and policy makers;
Excellent oral communication s skills to effectively present information, respond to questions, and negotiate;
Conversational foreign language ability preferred;
Analytical skills for interpreting complex program and political issues and ability to think innovatively and introduce new concepts;
Exceptional writing and editing skills;
Ability to develop networks;
Ability to manage, lead, inspire, and motivate staff;
Experience in program design, strategic planning, and project management;
Basic information and communications technology skills, including word processing, spreadsheets, and database programs;
Budget management skills;
Experience managing projects from proposal development through program close-out; and
Ability and willingness to travel internationally.
