Position: Quality Systems Manager

The Supply Chain Management System (SCMS) was established to collaborate with in-country and global partners to ensure a reliable, cost-effective and secure supply of high-quality medicines and health products for HIV/AIDS prevention, care and treatment. SCMS is funded as part of the US President’s Emergency Plan for AIDS Relief through the US Agency for International Development. The Quality Systems Manager (QSM) helps to ensure that the SCMS products and technical assistance meet the requirements of clients in a timely manner. This is accomplished by assisting in setting standards and procedures for the Project Management Office (PMO) and field offices to better focus and coordinate their efforts, and monitoring incidents and corrective and preventive actions. The QSM may use a variety of tools, such as information systems or conduct audits to obtain the data necessary to address the tasks. The Quality Systems Manager (QSM) is advisory to line manager on system risks and helps assure that the operating systems are well defined so all staff members know how to properly perform their assigned tasks and are able to determine how their roles interface with others in the organization. Line managers are accountable for managing the organizational risks and the QSM is responsible for helping to identify those risks and assist in developing procedures to mitigate them.
OVERALL RESPONSIBILITIES
Provide leadership in the development, implementation, maintenance, and improvement of PFSCM wide quality management systems and support processes in accordance with international quality standards and best practices, including ISO 9001:2008 requirements and the WHO Model Quality Assurance System for Procurement Agents (MQAS). Proactively manage the various elements of the quality system to ensure compliance with applicable government, agency and international quality system regulations. Responsible for SOP management including management of new procedure development, leading periodic reviews of the policies, SOPs and WIs and assuring they are updated in accordance with their stated review cycle, and tracking procedure cross references. Promote process improvements and quality performance through presentations and circulars citing changes instituted by various POCs and their resulting improved performance. Supervise the training specialist, incident manager, and documentation specialist.
SPECIFIC RESPONSIBILITIES
Ensure compliance with national and international quality standards and legislation.
Promote quality and performance improvement throughout the organization.
Revise and maintain the SCMS quality manual.
Establish standards of service for customers or clients
Define quality procedures in conjunction with operating staff.
Develop, implement, communicate, improve and maintain a quality plan including standard operating procedures, policies and guidelines to bring SCMS quality systems and policies into compliance with established quality system requirements.
Ensure efficient and effective processes and tools are established for compliance with management systems certification requirements including setting up and maintaining controls and documentation procedures.
Formulate and manage the development and implementation of organizational and unit goals, objectives, policies, procedures and systems pertaining to the quality plan.
Bring staff together from different units and drive the group to plan, formulate, agree on, and develop comprehensive standard operating procedures.
Ensure processes and procedures are properly understood, carried out and evaluated and that corrective actions and modifications are implemented as necessary.
Set compliance objectives and ensure that targets are achieved.
Support managers to persuade reluctant staff to change their way of working to incorporate quality methods.
Provide support to internal units to understand, comply, and improve established PFSCM policies and procedures and to coordinate improvement of business processes.
Identify relevant quality-related training needs and oversee training.
Ensure quality third party audits occur smoothly by coordinating the various elements of the quality system including corrective action, incident and customer complaint management, and internal audits.
Liaise with external auditors and ensure the execution of corrective actions.
Act as the quality representative on the project management team and promote quality achievement and performance improvement throughout the organization.
Work with the Product Quality Assurance Unit and Performance Management Unit to prepare regular reports and metrics for Quality Management Systems, and assist other units in using data to support quality and management objectives.
Liaise with other quality system managers within PFSCM (e.g. I +, RTT, Booz Allen) to ensure alignment of quality standards across PFSCM.
Write technical and management systems reports.
Manage QMS office and travel budget.
QUALIFICATIONS
BS/BA in engineering, business management or equivalent experience.
Three years of experience implementing/maintaining/auditing quality management systems with experience at a management level preferred.
Experience with SOP maintenance and improvement is essential.
Experience with ISO 9001 implementation preferred.
Experience with lean six sigma, business process reengineering and other process improvement methodologies preferred.
Excellent interpersonal skills with all levels of employees.
