The Technical Program Manager provides US based technical and program operations leadership in support of HIV/AIDS projects and activities in global, bilateral and other projects to achieve excellence in implementation and high quality results and deliverables. S/he is responsible for ensuring that the project(s) has the technical, programmatic, financial and other inputs and resources needed for the project(s) to be successful and meet or exceed donor and Ministry of Health (or other key host country partners) expectations, in support of the Chief of Party or other country level IntraHealth lead person (e.g. clinical team lead, technical advisor). S/he is also responsible for ensuring that IntraHealth core technical competencies provide added value to and learn from project experience and that implementation is in compliance with IntraHealth policies and donor and contractual requirements. And s/he plays a significant role in seeking new funding for HIV/AIDS work.

The Technical Program Manager travels internationally approximately 35% time to support a regional HIV/AIDs program in Central America and to a large country program in Sub-Saharan Africa to provide technical and program management and quality assurance assistance in technical and program management areas. S/he supervises Chapel Hill-based Program Specialist(s) and/or Program Officer(s) and may supervise US or country based program and/or technical staff, which may include Project Directors, Senior Advisors and/or other program or technical staff. S/he reports to the Director of HIV/AIDS and TB Programs. Note: Supervision depends on the projects s/he supports.

ESSENTIAL FUNCTIONS

- Provide strategic program management, program operations and technical assistance and support to the Chief of Party and her/his in-country teams to ensure the strategic, programmatic, technical, financial and contractual integrity of the project from project start-up through implementation and close out.
- Provide technical guidance, assistance and/or technical support to the project in applying and expanding IntraHealth core technical strengths to the project(s) and applying project strengths, innovations and lessons learned to IntraHealth core technical competencies.
- Provides technical and programmatic support to country projects in HIV/AIDS pre-service and in-service clinical services training, quality assurance and supportive supervision.
- Ensures that the operational systems of the project are fully functional and support project implementation and success, in consultation with foundations systems staff (e.g. Finance, Contracts and Grants, Human Resources, Operations) in Chapel Hill. Operations systems include budgeting and financial projections, monitoring and reporting, issuing and managing sub-agreements (subcontracts as well as subgrants), hiring and compliance with local labor laws, maintaining the tracking code system, project office registration and adherence to local laws, and meeting project and contractual requirements.
- Liaises with other technical, MER, program, communications, knowledge management and foundations systems staff in Chapel Hill in support of quality projects and initiatives, to ensure that organizational resources are mobilized for added-value to projects and initiatives, and to ensure that project strengths and lessons learned are well documented and contribute to the growth of IntraHealth core technical competencies and core identity.
- Works with the Chief of Party and other country level staff, in close partnership with IntraHealth’s Communications Department, to ensure the visibility of the project(s) to internal and external audiences, highlighting technical and programmatic innovations and strengths in support of IntraHealth’s communication strategy (including web updates, technical and program briefs, presentations at USAID working group meetings, conference presentations, etc.)
- Serves as primary source of information about the project(s) for Chapel Hill staff, US-based partners and sub-contractors, USAID/Washington, other cooperating agencies or projects and/or other donors, as needed.
- In coordination with the Chapel Hill-based Contracts Officer, supports the Chief of Party to prepare a cost share strategy to fulfill cost share requirements.
- Actively engages in expanding IntraHealth presence in the project countr(ies), including serving as lead technical writer for proposals, and otherwise contributing to new business development strategies, technical approaches, proposals, staff recruitment, partnership opportunities, budget development, etc.
- Represents IntraHealth and the project(s) at a variety of public health fora including, Global Health Council, APHA, USAID and/or other donor technical working groups (FP/HIV/AIDS Integration, Global HIV/AIDS meetings, etc.), management committees of bilateral/global projects.

EDUCATION/EXPERIENCE REQUIREMENTS

- An advanced degree in international public health, social sciences, or related discipline and a minimum of ten years professional public health and/or development experience with at least four of those residing in developing countries (Sub-Saharan Africa and/or Central America) with senior management/project leadership responsibilities working on HIV/AIDS related projects.
- Demonstrated experience in project management with a USAID funded health project, including work plan development and management, budgeting and financial management, USAID rules and regulations, and project and financial reporting. Contract management highly desirable.
- Demonstrated experience in project development and proposal writing, including leading technical strategy discussions and creations at a country level.
- Demonstrated experience in one or more of IntraHealth core technical competency areas.
- Demonstrated ability to work with multiple-stakeholder groups and facilitate participatory discussions
- Excellent oral and written communication skills in English;
- Fluent Spanish is required for the position
- Strong writing and editing skills for internal and external documents and presentations
- Ability to travel internationally approximately 35% time.
