The Program Officer identifies and formulates disaster preparedness programs and is responsible for the strategic analysis, coordination of disaster response activities, and generating relief resources through the preparation of proposals.

Essential Job Functions:
* Helps build and diversify IRD’s funding portfolio for relief; assists in identifying potential funding sources including USAID, EC, DfID, multilaterals, foundations and private donors; conceptualizes and helps design new relief programs and articulates the concepts clearly in written proposals;
* Drafts emergency funding proposals;
* Designs and drafts disaster recovery proposals
* Provides support to HQ and field staff in the preparation, review, and defense of proposals, grant amendments, and waiver requests to donors;
* Compiles, analyzes and utilizes IRD Relief statistics and disaster response results for program development;
* Participates substantially in the creation of an IRD emergency response fund;
* As needed, leads emergency relief field teams;
* Recommends appropriate relief assistance and emergency interventions;
* Coordinates and maintains close liaison with representatives of host government, donor governments, international organizations, NGO’s, U.S. Embassy and USAID missions to ensure efficient and coordinated disaster response activities;
* Monitors funded IRD emergency activities for quality assurance and compliance to track and analyze program implementation and performance that includes, program objectives and indicators, budgets, donor regulations, and compliances;

Qualifications:
Master’s degree in International Development or related field
* 5+ years experience of progressively responsible experience in emergency relief and humanitarian assistance and must include on-the-ground field experience in needs assessment analysis
* 5+ years experience working in a non-governmental organization.
* 3+ years managing USG (USAID, DOS, or USDA) funded programs and a sound grasp of program planning cycles and different contracting mechanisms used by donor partners to make awards
* Demonstrated ability in drafting successful proposals
