IRD is seeking an Administrative/Compliance Director who will be responsible for the administrative oversight and compliance of a $200 Million USG Project. The Administrative and Compliance Director will supervise and work with the IRD administration and finance staff to ensure that adequate and appropriate internal controls are in place to comply with both IRD policies and donor requirements for human resources, procurement, program reporting (financial and programmatic), records management, and financial management and accountability. The incumbent of this position will also be responsible for ensuring that IRD is in compliance with all federal laws, rules, and regulations.

# Supervise the day-to-day administration and financial management of an International USG funded project.
# Coordinate and oversee all IRD tendering and procurement activities in relation to the project, ensuring strict compliance with IRD policies and donor regulations.
# Develop and implement tracking and reporting systems for all aspects of administrative and financial management for both IRD/HQ and the donor, to ensure that IRD is in compliance with all federal laws, rules and regulations.
# Establish, control, monitor, review, forecast and analyze financial budget reports per employee and in-country projects; ensuring fiscal accuracy and quality management.
# Supervise the day-to day operations of project staff to ensure that generally accounting and administrative standards are being followed.
# Monitor the performance of staff to determine additional training or other professional development requirements and opportunities.
# Develop and maintain professional relationships with donor representatives, etc.
# Act as liaison with Donor and attend all required donor meetings.

Required Skills & Experience:

# Master’s degree in business or public administration, management, finance or similar field
# Strong knowledge FAR, DSSR, Federal Travel Regulations
# Five years of experience in the administrative and financial management of International Health donor funded programs and projects, especially PEPFAR/CDC funded programs
# Strong relationship with Center for Disease Control
