Position: Monitoring and Evaluation Specialist

The Need
International Justice Mission (IJM) is seeking a qualified and energetic professional to help ensure that all IJM programs have high-quality monitoring and evaluation plans to produce evidence of performance and impact. The successful candidate will be experienced in program design, management, and evaluation in the international development arena; will have led or participated in actual evaluations; and have solid statistical skills. This position is based at IJM Headquarters in the Washington, DC area with 25% international travel and reports directly to the Senior Program Specialist.
Responsibilities
Embed Monitoring and Evaluation in Programs (40%)
Provide technical assistance to programs so that they have a plausible plan to show achievement of outcomes and contribution to impact; provide technical assistance in the design of new/revision of current programs, especially on baseline assessments, monitoring plans, and evaluation plans; and preview draft program proposals/plans for the quality of their monitoring and evaluation methodologies and plans.
Lead Internal Evaluations of Programs (30%)
Agree terms of reference with regional teams for the internal evaluation of programs; lead or participate in multi-disciplinary internal evaluation teams; draft, disseminate, and present findings of evaluation reports to relevant stakeholders in field and HQ; and participate in the planning for, execution of, and program re-design after external evaluations.
Increase Evaluation Competence (20%)
Train program staff on relevant monitoring and evaluation issues; assemble and disseminate relevant resource materials, templates, and guidance documentation; mentor specific staff on monitoring and evaluation issues; and keep abreast of and adapt programs to key developments in the monitoring and evaluation arena.
Data and Results Dissemination Management (10%)
Oversee the dissemination of key program monitoring data (organizational dashboard); develop and embed system to track the collection, review, and use of monitoring data; and develop and embed system to track evaluations.
Required Skills and Experience
Master’s degree in social sciences, international development, evaluation or another related field; minimum of two years of successful experience in program monitoring and evaluation including any of: designing, managing, or monitoring a complex program establishing an evaluation design, determining evaluation scope, timeframe, methodologies, and deliverables, creating, leading, or participating in a multi-disciplinary evaluation team, engaging stakeholders successfully in the evaluation execution, capturing, synthesizing, and analyzing qualitative and quantitative evaluation data, presenting evaluation results effectively to stakeholders, training program staff on evaluation issues; knowledge of statistics and of common qualitative and quantitative evaluation methodologies; experience with statistical software and project management information systems; exceptional ability in written and oral communications and presentation skills; high level of proficiency with Microsoft Office applications; and prior experience overseas a plus.
