Project Description:
In June 2008 IFES was awarded a three-year contract with USAID, named the Support to the Electoral Process in Afghanistan (STEP). The STEP team is tasked to provide support to the Independent Election Commission (IEC) of Afghanistan in its long-term capacity building and other areas of operation.
Job Responsibilities:
* Supports Senior Program Manager to achieve project requirements within budget, established time frame, standards of quality, and funder satisfaction.
* Serves as Team Supervisor. Provides professional developmental opportunities for junior Program staff. Evaluates performance of Program Associates.
* Supports development of technical narratives and reports on electoral programming (e.g. gender/civil society education, public outreach, complaints adjudication, anti-fraud measures, capacity building within electoral management bodies, etc.)
* Works with Afghanistan team to prepare budgets and oversee tracking and projection of expenditures
* Establishes, maintains, and develops productive working relationship with field staff, subordinates, consultants, sub-contractors and other IFES departments
* Responsible for financial oversight of projects in partnership with Finance team. Approves field expense reports, reviews voucher for the client
* Represents program team at offsite venues for the purpose of business development and information dissemination
* Monitors pending contract actions and coordinates timely action and response
* Travels to field office monitor and support project activities
* Works with Human Resources and STEP Field Office to support recruitment efforts
* Works with Procurement and STEP Field office to support timely acquisition and delivery of services and commodities
* Work with representatives of partners, contracts and finance department to administer subcontracts
* Provide written and oral project reports and updates as requested by management or USAID. Coordinates assembly of monthly/quarterly reports and other contractual reporting
* Participates in proposal development/new initiative process
Qualifications:
* Bachelors with 8 years of experience or a Masters with 6 years of experience in international development or related field
* Experienced with budget management and oversight of large single project or multiple small projects
* Project management and program design experience
* Knowledgeable and experienced with USAID rules and regulations
* Proposal development experience
* Afghanistan and/or regional expertise strongly preferred
* Proficient with Microsoft Excel, PowerPoint and Word
