Background / General description
The Global Index Insurance Facility (GIIF) is a comprehensive risk mitigation program created to address the scarcity of affordable insurance protection against weather and natural disasters in developing countries. The objective of GIIF is to promote the development of effective and sustainable markets for index-based weather and catastrophic risk (CAT) insurance, so as to foster sustainable development in the agricultural sector, primarily focusing in developing countries. The Facility has been established within the World Bank Group and is managed by IFC. At the core of the Facility is the GIIF Trust Fund (GTF) which has been created to encourage and provide development grant funding to projects contributing to achieving the objective of GIIF. GTF is an open, multi-donor funded trust fund that will provide eligible recipients and beneficiaries with grants, in accordance with its policies. GTF supports activities in the following four key components/areas mainly in the form of development grants with specific outcomes: 1. Local Capacity Building 2. Financial assistance to Partner Financial Institutions (PFI) 3. Performance-based Premium Support 4. Regulatory Policy and Capacity Building The GIIF Program was launched operationally in December 2009 with an initial focus on the CAF region where a number of initiatives have recently started. However, GIIF is a global program and is expanding its activities in other regions of the world mainly, Caribbean, Pacific, Latin America and Asia. For its operations and administration it seeks to employ a qualified Operations Officer to support the Program Manager. The Operations Officer will work with the global and regional teams to support project development, approval, and supervision processes as well as Program level reporting both internally and to the Donors. He/She will also ensure quality oversight of projects and play a key role in Knowledge Management.

Duties and Accountabilities
The preferred location for this position is Johannesburg, but it is yet to be determined. The Operations Officer will assist in the quality management, supervision, and administration of the Program and Projects working closely with the Program Manager to deliver against the Program objectives. He/She will also work jointly with the selected GIIF technical partner institution in Capacity Building and Knowledge Transfer to local markets and as a key member of the global GIIF team. The Operations Officer will report to GIIF Program Manager and will be expected to perform the following tasks:
1. Support the consistent administration and supervision of the program operations and projects using the established reporting criteria and reporting documentation
2. Work with the regional teams to support projects implementation, supervision, and quality reporting
3. Take the lead in drafting concept review documents for potential projects
4. Take the lead in drafting project approval documents in accordance to the GIIF funding criteria and the guidelines for Advisory Services projects
5. Take the lead in drafting Advisory Services Agreements, including grant agreements and support the execution of newly approved projects
6. Assist in the drafting and review of press release and communications documents
7. Take the lead on the semi-annual reporting to donors with strong attention to detail and consistent application of the monitoring and evaluation frameworks for the program and projects
8. Assist in the pre-planning and execution of the annual Donors committee meetings including supporting presentation development, drafting the agenda, and taking detailed minutes for reporting back to the committee
9. Support the organization of the GIIF Technical and Executive Committee meetings, assisting with the review of key documents for these meetings
10. Review, analyze, and make recommendations on project semi-annual progress reports and financial statements
11. Assist in the selection and recruitment of consultants to support program operations (e.g. Knowledge Management and Communications consultants)
12. Be involved in ongoing project supervision
13. Prepare presentations and organize awareness raising events to present the concept and mechanics of index based insurance to potential clients and stakeholders (both public and private institutions) and regional IFC staff, working in close collaboration with the Program Manager and the Program Technical Expert.
14. Work alongside GIIF selected technical partners in Capacity Building and Knowledge Transfer to local markets
15. Assist in the GIIF “Knowledge Management and distribution” platform development and maintenance.
16. Assist with the management and where necessary updates of key program documentation such as the Operating Rules, Administrative Agreement, Monitoring and Evaluation Framework, Program Dashboard, Donor Reports and Meeting Minutes, Product Reviews etc
. 17. The staff will be part of the broader team working on insurance and would help develop the broader IFC Insurance agenda

Selection Criteria
Masters Degree in business, economics, development finance, development, or other relevant areas
4-5 years working experience (Associate Operations Officer); 7 years plus working experience (Operations Officer)
Good knowledge of micro-insurance or micro-finance concepts and programs. A demonstrated experience in at least one of the following areas: SME Banking, Agriculture/agribusiness finance, Microfinance, Sustainable Energy Finance, Housing, and/or Leasing would be desirable.
Familiarity with Project Management, including identification, appraisal, implementation and supervision of advisory services projects
Must be a self-starter, willing to take initiative and be resourceful and imaginative in providing solutions to clients
Excellent communication skills, including written/detailed report writing and oral presentation skills.
Experience with monitoring and evaluation concepts and reporting templates a distinct advantage
Excellent oral and written communication in English is essential
Familiarity with donor funding and reporting processes
Experience working in developing countries
Some knowledge of IFC systems would be an asset (including iDesk, SAP, IBIS)
Readiness to travel The location is to be determined but Johannesburg is preferred.
