In addition to its investment work, IFC provides advisory services to a number of its clients to support them in meeting specific development goals. IFC’s support to the financial sector is implemented via its Access to Finance Business (A2F) Line and is organized around the following main themes:
Innovation/Base of Pyramid: including Microfinance, Mobile Financial Services, Housing Finance, Rural Finance, Responsible Finance.
Banking Services: SME Finance, Sustainable Energy Finance, Insurance, Agrifinance, Leasing, Trade Finance, Gender, Risk Management and Corporate Governance .
Financial Infrastructure: Credit Reporting, Collateral Registries and Secured Transactions, Securities Markets These services are delivered through regional Advisory Services (AS) facilities, with support from global product specialists, and in partnership with IFC’s Investment Services (IS) teams. IFC’s Access to Finance Advisory Services has grown rapidly. At the end of FY10, Access to Finance Advisory Services had an active portfolio of 238 projects in 68 countries. IFC’s Access to Finance business line works with financial institutions and regulators to increase financial inclusion–which means helping to reach 2.5 billion unbanked individuals and more than 300 million MSMEs . The business line’s product offerings fall into one of three core product lines: 1) Micro/Retail 2) SMEs and Business and 3) Financial Infrastructure. The business line also offers two cross-cutting products, Risk Management/NPLs, and Climate Change. The Global SME Finance Forum (SMEFF) offers key stakeholders resources in their efforts to improve the effectiveness of SME funding. The scope of services includes providing research, information dissemination and knowledge of best practices in advisory services related to SME finance. Key stakeholders include international and development finance institutions, policy makers, and development agencies, state and publicly owned financial institutions, central banks, regulators, other relevant private sector institutions, and think tanks. We are seeking a highly motivated pro-active Web/Knowledge Management Officer to develop the SMEFF and IFC virtual platforms for knowledge sharing, develop initial content in coordination with IFC, World Bank, and external counterparts.
Duties and Accountabilities
The duties and accountabilities of the Web/KM Officer focus on eight key areas including web development, content Management and development, internet marketing and social media , practice groups development, staff outreach, monitoring, KM support, and training. Web Development:
Interface with both senior and junior staff in order to capture and document business requirements and accurately convey these requirements to development team or hand-code client side tasks using HTML, Javascript and DHTML when necessary.
Design database schemas and data dictionary derived from requirements. Assist with front-end design (custom graphics, photo-editing), middle-tier and back-end SQL programming if necessary. Content Management and Development:
Building on the structure already in place, develop additional content for SME Finance Forum website. Prepare written communications in support of SMEFF team and community.
Present status reports and project initiatives to SMEFF team and stakeholders as necessary.
Client Service and Community Building – Use persuasive written and oral communication s to interface with forum community members and visitors. Collaboration & Social Media:
Design, formulate and implement an internet marketing plan that includes Search Engine Optimization and Pay-Per-Click advertising in order to develop a growing user base within international development community members and private and public stakeholders.
Measure organic search engine results and keyword performance and growth by preparing monthly metric reports using search engine marketing reporting tools.
Write articles and blog entries based on topical events and subject matter related to SMEFF.
Set up and grow user community on social media sites (Facebook, Twitter, YouTube, Squidoo). Manage and create content in social media communities. Practice Groups Development:
Work with the multiple internal and external teams. Work with partners to identify content, prepare for web, and publish online. Community Outreach:
Build relationships with other donors and implementing agencies contributing to the SME Finance Forum.
Reach out to visitors and community members to resolve issues, disseminate information and prepare user friendly information toolkits (FAQs, How To’s, Introductions) Monitoring:
Measure user interaction with portal and growth by preparing monthly metric reports using web reporting tools. KM Support:
Support the Program Manager in managing relationships with financial and knowledge partners of the SME Finance Forum, including leading the production of progress reports, financial reports, committee meetings etc. Support social media activities, including newsletters, Facebook, Twitter, Linked-In. Training:
Train users on use of SMEFF portal and social media tools in groups or individually – by phone, hands-on or group presentations. Write and update governance manual as well as user, community manager, admin guides. Develop and update online tutorial for existing and new users, community managers and administrators.
Design user-friendly forum tip-sheets to educate the users on specific community tools or functions.
Selection Criteria
Advanced university degree in Knowledge Management, Information Technology, Business Administration, Public Administration, International Development, Communications or related fields with 8+ years relevant experience.
Proven project management skills, preferably with some sort of professional background in knowledge management, web development, social media and communications;
Internet Marketing experience – Search Engine Optimization and social media experience.
Strong interpersonal skills and ability to learn new technical areas relatively quickly and establish credibility with senior colleagues;
Excellent command of written and spoken English.
Ability to work effectively in teams, communicate ideas clearly and confidently, articulate issues and recommend solutions
Team player with strong organizational skills and demonstrated ability to handle multiple tasks simultaneously with minimal supervision
A keen interest in development finance and in working in a multicultural environment.
Very energetic and able to work in a fast-paced environment.
Excellent organizational skills with relentless attention to detail and ability to prioritize and deliver assignments on schedule.
Practical problem-solving skills, initiative and resourcefulness in performing varied tasks independently and often under pressure.
Proven ability to write for the web and communications.
Strong client orientation (defining client objects, setting timetables, reporting statistics)
Strong team player, with excellent interpersonal skills.
Knowledge of web content management and best practice in web, a plus. Previous experience in using Drupal , Sharepoint, or any other Web content management platform a plus.
Knowledge of HTML, Javascript, DHTML, Photoshop and web design skills. Application Instructions:
