Heartland Alliance for Human Needs & Human Rights helps people living in poverty or danger improve their lives and realize their human rights. THE PROGRAM
Internationally, Heartland Alliance provides protection assistance in emergency and post-conflict contexts, primary medical care and mental health services, and human rights protections for marginalized populations around the world. Heartland Alliance currently manages international programs focusing on individuals in conflict or post-conflict situations and marginalized populations in Nigeria, Ghana, Cote d’Ivoire, Burundi, Rwanda, the Democratic Republic of the Congo, Ethiopia, Iraq, Lebanon, Jordan, Afghanistan, Sri Lanka, Haiti, the Dominican Republic and Mexico.
THE POSITION
Heartland Alliance is recruiting an International Program Officer to support successful implementation of Heartland Alliance’s current international programs and to support new program development, particularly in Africa, Asia and the Caribbean.
Essential Duties and Responsibilities:
Program Management:
* Travel to field offices to monitor program implementation and provide technical assistance, as needed;
* Monitor project/program performance in assigned geographic/programmatic areas;
* Provide reports and critical analysis of field reports to Director of International Programs;
* Analyze project expenditures against deliverables;
* Prepare and monitor program budgets;
* Represent Heartland Alliance to donors and NGO partners;
* Serve as technical advisor for programs, ensuring goals all program objectives and goals are met in compliance with Heartland Alliance and donor regulations;
* Coordinate with relevant departments to provide accurate information to field regarding policies and regulations;
* Provide compliance guidance to country programs proactively, particularly in anticipation of potential liabilities; support their management of awards to minimize/mitigate risks.
* Oversee writing and editing of monthly, quarterly and semi-annual donor reports;
* Ensure that the auditable files (paper and electronic) of all public awards for assigned countries are maintained up to date, complete, and easily accessible according to HA’s filing system for public awards.
* Ensure adherence to finance policies and procedures;
* Serve as liaison between field and HQ;
* Support and facilitate problem identification and resolution for awards in collaboration with the relevant field staff and headquarters departments.
* Handle day-to-day management of assigned award portfolio, including prompt and proactive resolution of award issues and donor follow-up.
* Serve as technical advisor for programs, ensuring goals all program objectives and goals are met in compliance with Heartland Alliance and donor regulations;
* Contribute to the development of systems that facilitate improved award administration in HQ and by the country programs.
* Other duties, as assigned.
Program Development
* Research and analyze funding opportunities – USAID, State Department, Foundations and individual donors – to identify and prioritize program development priorities, particularly in Africa and Asia;
* Support proposal development – including technical research, best-practices research, content analysis and interpretation, technical writing, editing and proposal submission;
* Serve as a key member of proposal development teams and write proposal sections, as assigned;
* Represent Heartland Alliance at meetings, conferences and workshops;
* Other duties, as assigned.
REQUIREMENTS
Education and/or Experience:
* MA or other advanced degree in any of the following fields: o Counseling, Social Work, Psychology o Public Health o International Affairs/Development o Human Rights/Social Justice
* Prior international non-profit program management experience;
* At least two (2) years work experience in international development/humanitarian relief/international human rights work;
* Prior international non-profit program management experience;
* At least two (2) years work experience in international development/humanitarian relief/international human rights work;
* Experience developing, reviewing and tracking budgets and burn rates;
* Superb oral and written communications skills;
* Program development/proposal development experience;
* Experience with USAID and/or State Department funding preferred;
* Experience undertaking program design field assessments;
* Highly proficient with Microsoft Office programs – especially Excel;
* Experience with health, mental health and/or legal programs a plus;
* Experience managing large scale grants and/or contracts a plus;
* Experience working with and living with diverse cultures and social economic conditions;
* Able to read and interpret documents, and communicate with others as necessary to perform job duties effectively;
* Relevant field experience required;
* Must be able to work full-time (M-F, 8:30-5:30) as well as extended hours when needed (nights, weekends);
* Must be able and willing to travel internationally – often to insecure and resource-limited settings – for up to four weeks at a time;
* Must be able to travel independently to carry out field assessments, to identify potential project partner organizations, to determine beneficiary need and to develop program proposals and budgets for funding;
* English fluency (spoken and written) required; additional language ability a plus.
