THE ORGANIZATION
Heartland Alliance for Human Needs & Human Rights (www.heartlandalliance.org) is the largest service-based human rights organization in the United States, with over 1000 employees in Chicago and around the world. Heartland Alliance is currently implementing programs in 15 countries in Africa, the Middle East, Asia, Latin America and the Caribbean.

THE PROGRAM
In recent years Heartland Alliance has developed a position as a global leader in health, rights and protections programming for lesbian, gay, bisexual, transgender (LGBT) and other sexual minority populations in the Global South and East. In 2008, Heartland Alliance launched the Global Equality Network (GEN), an initiative to invest in grassroots LGBT organizations in Latin America, Africa, Asia and the Middle East/North Africa.

In 2009, Heartland Alliance launched the largest HIV prevention program for men who have sex with men (MSM) in Africa – the Integrated MSM HIV Prevention Program (IMHIPP) in Nigeria. Following the earthquake that struck Haiti in January 2010, Heartland Alliance launched an initiative to support SEROvie, an MSM/LGBT organization in Port-au-Prince, to rebuild and expand their programming around the country. In 2010, Heartland Alliance will launch several new HIV programs targeting MSM and other most-at-risk populations (MARPs) in Cote d’Ivoire, Ghana and the Dominican Republic.

THE POSITION
Heartland Alliance is recruiting an International Program Officer to support successful implementation of Heartland Alliance’s current HIV/AIDS programs targeting MSM and other MARPs, to research and document best practices for MSM and MARPs programming, to oversee operational research and data analysis for Heartland Alliance’s MSM and MARPs programs, and to support the development of new programs addressing HIV/AIDS among MSM and MARPs in the Global South and East.

REQUIREMENTS
* Masters of Public Health or other similar advanced degree (epidemiology, health policy, community health, etc.);
* At least three years work experience in HIV/AIDS program design and management (preferably with USAID and/or CDC-funded programs); MARPs experience required;
* Must be able to travel independently to carry out field assessments, to identify potential project partner organizations, to determine beneficiary need and to develop program proposals and budgets for funding; Large-scale proposal development experience required; MARPs proposal development experience a plus;
* Strong statistical analysis skills required;
* Program monitoring and evaluation experience required;
* Prior international non-profit program management and/or technical oversight experience desired;
* Work experience in Africa or Asia required; Experience in Latin America/Caribbean a plus;
* Experience developing, reviewing and tracking budgets and burn rates;
* English and French fluency (spoken and written) required; Spanish ability a plus.
* Highly proficient with Microsoft Office programs;
* Must be able to work full-time (M-F, 8:30-5:30) as well as extended hours when needed (nights, weekends);
* Must be able and willing to travel internationally – often to insecure and resource-limited settings – for up to four weeks at a time.
